Seeking ways to reduce military aircraft expenditures, IDA investigated the potential for expanded military use of commercial acquisition practices and processes to acquire and maintain aircraft turbine engines. This commercial acquisition process includes the Federal Aviation Administration (FAA) certification procedure for aircraft turbine engines. IDA reviewed the extent to which commercial engines can meet military aircraft application requirements. The review compared commercial aircraft turbine engine acquisition practices and processes to those used by the military. Past use of commercial subsonic turbine engines in military transport and similar utility aircraft has clearly shown that commercial practices and processes can be used successfully to develop and produce engines for subsonic military applications. However, the examination of the technical requirements for subsonic and supersonic aircraft engines found several design differences. IDA recommends that (1) DoD retain the present military turbine engine development process for supersonic military fighter/attack aircraft, and (2) DoD engine procurement procedures be streamlined by incorporation of the proven compatible commercial aircraft engine acquisition processes for subsonic transport, tankers, unmanned air vehicles, utility aircraft, and selected bomber applications.

We are pleased to be here today to discuss issues facing the Department of Defense (DOD) in its acquisition of weapon systems, related spare parts, and other goods and services. In response to the many changes that have been witnessed in the defense acquisition environment over the last few years, DOD has begun broad-based changes to its acquisition and contracting processes. However, weapon programs continue to have questionable requirements; unrealistic cost, schedule, and performance estimates; and strategies that begin production before adequate testing has been completed. This discussion of acquisition issues is well-timed, as DOD implements plans to increase its procurement budget to $60 billion in fiscal year 2001-a 40-percent increase over last fiscal year's budget. My testimony focuses on a different approach to improving weapon acquisition outcomes based on best commercial practices and an understanding of the acquisition culture. My testimony also includes some observations on (1) DOD'S management of its acquisition workforce and organization, (2) DOD'S experience with commercial pricing of spare parts, (3) the effectiveness of DOD'S mentor-protege pilot program, and (4) federal agencies' use of multiple award task- and delivery-order contracts.

Using commercial business practices, or 'doing business like business, ' is a recurring theme of the defense reform debate. The 1972 Commission on Government Procurement called for the 'businesslike' operation of federal procurement. The 1984 Grace Commission sought to apply 'private sector management tenets' across the entire federal government. More recently, the Packard Commission and the 1986 Defense Science Board (DSB) noted the potential advantages of adopting commercial practices in the Department of Defense and, in broad terms, identified some of those practices. Despite the potential advantages that commercial practices offer, however, DOD has yet to implement them on a widespread basis. The exhibit below shows basic reasons for delay.

In April 1993, the Under Secretary of Defense (Acquisition) asked the Defense Science Board (DSB) to undertake a study to define comprehensive modifications to the process the Department of Defense uses to acquire goods and services. Out of that initial tasking grew a number of complementary studies, each looking at a specific industry or technical capability with the intention of reducing and increasing acquisition efficiencies through the application of commercial practices. In September, Robert J. Herman, Chairman of the DSB Task Force on Defense Acquisition Reform, asked General Bernard P Randolph, USAF (Retired), to form a panel to study Jet Engines as a Pilot Industry. The purpose was to determine the feasibility of procuring all military jet engines using commercial practices.

This report presents the results of a ten month study effort. The primary purpose of this effort was to: perform a comprehensive review of the policies, procedures and practices used by the Air Force in acquiring and supporting aircraft gas turbine engines; assess the current process in terms of its effectiveness in the areas of management, technology, development, acquisition, logistics support, and life cycle costs; and where appropriate, develop recommendations for new or improved policies, procedures and practices. A secondary purpose was to review and document the practices used by selected commercial airlines for acquiring and supporting aircraft engines. The scope of the study included all major facets affecting Air Force management of aircraft gas turbine engines, from the basic technology, to the stated operational requirement for an engine, through its logistics support in the active inventory.
