Events of police misconduct in the March 1991 Rodney King incident in Los Angeles generated widespread news media, legislative, and public attention. In view of these incidents, the POST Commission established a committee to examine the adequacy of current POST training. This evaluation began with a series of public input forums conducted by a committee of Commissioners in several locations throughout the state. The comments and observations from citizens (including minority groups) and officers during these forums lead to the consensus that improvements in training were needed in three areas. These were: (1) use of force; (2) cultural awareness; and (3) supervisory accountability. These suggestions and recommendations culminated in a two-day symposium. It was attended by a broad-based balance of law enforcement executives, rank and file officers, trainers, educators, and members of the public. This report constitutes a summary of the symposium proceedings.

In 1991, POST conducted statewide forums and a symposium on training issues relating to use of force by police officers. The sessions were attended by varying levels of law enforcement professionals, POST personnel, and members of the community. Those sessions resulted in over 90 recommendations dealing with use of force by police officers. The Commission directed work to begin on addressing the following themes that emerged from those recommendations: (1) strengthening cultural/ethnic training in the basic and other courses, (2) strengthening the selection and training of field training officers, (3) furthering the development of the supervisory course as well as ongoing training of supervisors and developing more emphasis on use of force, cultural awareness, and ethnic relations in POST courses. It was reassuring to note that many of the recommendations were included in POST's existing training programs. For example, the recently implemented course on cultural awareness addressed recommendations related to cultural issues. A number of the recommendations directed towards supervisory training were included in the basic supervisory course or the Supervisory Leadership Institute. Another example is the recent POST telecourse on tactical communications (verbal judo) which was developed to provide verbal strategies for police officers. An expert in group behavior has been contracted to work for two days with a committee of law enforcement professionals from throughout the state and design a program on intervention skills. The goal is to develop a course in intervention in which those skills can be taught in a variety of POST-approved courses.

In addition to the many recommendations which promise to enhance the professionalization process, rapport, between the three sponsor agencies and their members, has increased in an atmosphere of cooperation and understanding. Altbough the issue of licensing legislation was not agreed upon, the interest in licensing peace officers, which was elevated considerably during the process, will have a positive effect in strengthening the POST Professional Certificate program.
