As Europe modernized, previously ignorant and apathetic elements in the population began to demand political freedoms. There was pressure also for a freer press, for the rights of assembly and association. The apprehension of the existing elites manifested itself in an intensification of often brutal form of political repression. The first part of this book summarizes on a pan-European basis, the major techniques of repression such as the denial of popular franchise and press censorship. This book explores the new types of political organization that emerged in Western Europe and the United States during the nineteenth century, from popular meetings to single-issue organizations and political parties. The development of these has often been used to demonstrate a movement towards democratic representation or political institutionalization. This volume challenges the idea that the development of ‘democracy’ is a story of rise and progress at all. It is rather a story of continuous but never completely satisfying attempts of interpreting the rule of the people. Taking the perspective of nineteenth-century organizers as its point of departure, this study shows that contemporaries hardly distinguished between petitioning, meeting and association. The attraction of organizing was that it promised representation, accountability and popular participation. Only in the twentieth century did parties reliable partners for the state in averting revolution, managing the unpredictable effects of universal suffrage, and reforming society. This collection analyzes them in their earliest stage, as just one of several types of civil society organizations, that did not differ that much from each other. The promise of organization, and the experiments that resulted from it, deeply impacted modern politics.

This study analyzes parliamentary suffrage debates in England, France and Germany, showing that liberals throughout Europe used a distinctive political language, 'the discourse of capacity', to limit political participation. This language defined liberals, and they used it to define and limit full citizenship. The rise of consumer culture at the end of the century drove the discourse of capacity from politics, but it survives today in education and the professions.

In recent years the concept of 'civil society' has become central to the historian's understanding of class, cultural and political power in the nineteenth-century town and city. Increasingly clubs and voluntary societies have been regarded as an important step in the formation of formal political parties, particularly for the working and middle classes. The result of this is the assertion that the more associations existing in a particular society, the deeper democracy becomes entrenched. In order to test this hypothesis, this volume brings together essays by an international group of urban historians who examine the construction of civil society from associational activity in the urban place. From their studies, it soon becomes clear that such simple propositions do not adequately reflect the dynamics of nineteenth-century urban society and politics. Urban associations were ideological in purpose and deliberately discriminatory and as such set the boundaries of civil society. Thus competing and segmented associations were not only an indication of pluralism and strength, but also highlighted a fundamental weakness when faced down by the interests of the state. Through a wide array of urban associations in a broad range of settings, comprising Austria and Bratislava, France and Italy, the Netherlands, Austro-Hungary, England, Scotland and the US, this volume reflects on the construction of class, nation and culture in the associations of the nineteenth-century urban place. In so doing it shows that a deep and interlocking civil society does not automatically lead to a rise in democratic activity. Expansion of the networks of urban association could equally result in greater subdivision and to the fragmentation and isolation of certain groups. Partition as much as coherence is our understanding of civil society and associations in the nineteenth-century urban place.
