L’une et l’autre sont intimement liées dans leur constitution. La reconnaissance mutuelle est l’élément central de ces deux concepts. En effet, c’est au travers du processus qui consiste à entériner des revendications de propriété de terres et d’autres ressources ou à reconnaître l’identité politique comme un droit à l’appartenance que l’institution qui produit cette reconnaissance peut acquérir la légitimité et la reconnaissance de son autorité pour le faire. Les luttes pour la propriété et la citoyenneté portent par conséquent autant sur l’étendue et la constitution de l’autorité que sur l’accès aux ressources ou sur l’appartenance. C’est en cela que les notions d’avoir et d’être sont intimement liées au pouvoir. In Give a Man a Fish James Ferguson examines the rise of social welfare programs in southern Africa, in which states make cash payments to their low income citizens. More than thirty percent of South Africa's population receive such payments, even as pundits elsewhere proclaim the neoliberal death of the welfare state. These programs' successes at reducing poverty under conditions of mass unemployment, Ferguson argues, provide an opportunity for rethinking contemporary capitalism and for developing new forms of political mobilization. Interested in an emerging "politics of distribution," Ferguson shows how new demands for direct income payments (including so-called "basic income") require us to reexamine the relation between production and distribution, and to ask new questions about markets, livelihoods, labor, and the future of progressive politics.

This collection of sixteen short papers, together with a complex and very much longer introductory essay by the editors on "African 'Slavery' as an Institution of Marginality," constitutes an impressive attempt by anthropologists and historians to explore, describe, and analyze some of the various kinds of human bondage within a number of precolonial African societies. It is important to note that in spite of the precolonial emphasis of the volume, all of the essays are based at least partly on anthropological or ethnohistorical field research carried out since 1959. All but one have been augmented greatly by more conventional historical research in published as well as archival sources. This book provides a comprehensive and analytical overview of human rights law in Africa. It examines the institutions, norms, and processes for human rights realization provided for under the United Nations system, the African Union, and sub-regional economic communitites in Africa, and explores their relationship with the national legal systems of African states. Since the establishment of the African Union in 2001, there has been a proliferation of regional institutions that are relevant to human rights in Africa. These include the Pan African Parliament, the Peace and Security Council, the Economic, Social and Cultural Council and the African Peer Review Mechanism of the New Partnership for Africa's Development. This book discusses the links between these institutions. It further examines the case law stemming from Africa' most important human rights instrument, the African Charter on Human and Peoples Rights, which entered into force on 21 October 1986. This new edition contains a new chapter on the African Children's Rights Committee as well as full coverage of new developments and instruments, such as the Convention on the Rights of Persons with Disabilities, the Convention on Enforced Disappearances, and the African Charter on Democracy, Elections and Governance.
