Political Pamphlets: Large Print By George Saintsbury It is sometimes thought, and very often said, that political writing, after its special day is done, becomes more dead than any other kind of literature, or even journalism. I do not know whether my own judgment is perverted by the fact of a special devotion to the business, but it certainly seems to me that both the thought and the saying are mistakes. Indeed, a rough-and-ready refutation of them is supplied by the fact that, in no few cases, political pieces have entered into the generally admitted stock of the best literary things. If they are little read, can we honestly say that other things in the same rank are read much more? And is there not the further plea, by no means contradictory, nor even merely alternative, that the best examples of them are, as a rule, merged in huge collected 'Works, ' or, in the case of authors who have not attained to that dignity, simply inaccessible to the general? At any rate my publishers have consented to let me try the experiment of gathering certain famous things of the sort in this volume, and the public must decide. R., No. 37, ) authorizing the Secretary of the Treasury to sell any surplus gold in the Treasury, Mr. Stebbins, of New York, said: Mr. Speaker, when the proposition was introduced into this House to authorize the Secretary of the Treasury to sell the surplus gold which had accumulated and which was accumulating in the Treasury of the United States, beyond the amount demanded by the wants of the Treasury and the requirements of the law, I took the occasion to declare that I could not regard the question from any other point of view than its bearing upon the great interests of the Government and of the people. I felt constrained to forget my hostility to a paper-money system, and was only willing to remember the circumstances supposed to have compelled its introduction during the period of the war. Great wars having always, been carried on under such a system, this country could not hope to be an exception to the rule. I do not, therefore, now propose to discuss the system itself, nor attempt to point out its imperfections. I desire to see nothing but the cardinal facts that we are in the midst of a civil war; that men and money are necessary for its prosecution; that the national life must be preserved, the honor of our arms sustained, and the integrity of the laws of the United States vindicated. A financial system, the offspring of this great necessity, has grown up. It has been in operation for the past three years. Excerpt from Check List of American Revolutionary War Pamphlets in the Newberry Library The following check-list records the early editions and contemporary reprints of political pamphlets relating to the American Revolution which are contained in The Newberry Library. The collection, at present numbering five hundred and seventy-four tracts, is about equally proportioned between American and British publications, so that considerable material is afforded for the study of the thoughts and purposes of both parties concerned in the Revolutionary controversy, and also for the study of the origins and development of American political institutions and ideals. In order to make this material known to students of American history, The Newberry Library issues this list in bibliographical form, in the hope that, despite limitations, it may be of service and value. The pamphlets appearing in the main body of the list are all political, published during the period, 1750-1786. Reprints which appeared later of pamphlets originally printed during this period are not included. The following groups are included: (1) The preliminaries, (1750-1763). Pamphlets, chiefly those discussing the political principles and political philosophy of the colonies. (2) The Revolution, (1763-1783). Controversial pamphlets, both British and American. (3) Revolutionary propaganda, (1775-1781). Sermons, orations and other materials, apparently printed to influence public opinion during the conflict. (4) Political pamphlets, (1781-1786) reflecting on the progress and results of the Revolution. (5) State papers, British and American, printed during the period, 1775-1786. Pamphlets which relate to the conduct of the war and to the controversies of military commanders are omitted from the body of the list, but are mentioned in short title, in a final section, (p.96-101). Excerpt from Famous Pamphlets The man who has something to say, and says it in as many words as are necessary to the clear, full and emphatic expression of his thought, must often be unable, without help of tedious impertinences, to spread it in ink over one or two pounds' weight of paper. The weightiest intellectual contribution to the study of some living question may possibly require for its true utterance not more than a dozen or two of printed leaves. Waste words are for some idle brain. Our modern Reviews and Magazines are, in one sense, a device for the collection of short pamphlets worth diffusion into volumes that have such currency as to assure their being widely read, and kept on record. Before there were Reviews established for such periodical collection each pamphlet came alone into the world, and in the days of the first famous pamphlet in this volume, Milton's Areopagitica, burning questions of the day that would now be argued out in leading articles and in reviews, were discussed by pamphlets in which every man fought for himself his battle of opinion, to be answered in pamphlets of opponents, and to be replied to in new pamphlets, until each question of truth and error had lain long enough in the sieve to be thoroughly sifted by the to and fro of opposite opinions. Sometimes, as in the old Church controversy between Whitgift and Cartwright, strong feeling and the wide stretch of the question caused these pamphlets of attack, reply, rejoinder to the reply, &c., to extend to the form of massive folios, heavy enough to knock down an antagonist if thrown as solid paper at his head. But though there was quick fencing with these folios, and they were produced as promptly as if they had been pamphlets in bulk as they were pamphlets in essence, they were technically volumes. Why a work produced only upon a few leaves was called a pamphlet, it is hard to say with any certainty. Some say it was so called from the French paume and feuillet, as a leaf held in the hand. Others say that it was from a woman named Pamphila, who lived about eighteen hundred years ago and wrote many epitomes; others go for the source of the word to Spanish.
