This book examines the process of Poland’s accession negotiations to the European Union between 1998-2003. An empirical study based on Robert Putnam’s two-level game model, it charts the influence and role of key domestic actors and groups on the negotiations especially in three critical, controversial, areas - areas where EU accession threatened to bring about a profound transformation to Polish life - agriculture, with particular emphasis on direct payments and production quotas; the purchase of real estate by foreigners; and the free movement of labour. This book demonstrates the complex interaction between the domestic and international level of negotiations and furthermore, shows how critical this link can be to negotiation outcomes at the international level. It reveals how susceptible Poland’s negotiation process was to domestic pressure, particularly public opinion and interest groups. Drawing heavily on qualitative analysis – such as press releases, news wires, policy documents, as well as quantitative analyses, such as the use of opinion polls, and supported by in-depth, unrestricted interviews with key Polish decision-makers, this book examines the dynamics of policy formation in Poland and shows how this translated into the final conditions of accession.

This book examines the substance of European Union (EU) democracy promotion by comparing it with norms of governance that other international actors promote, among them the United Nations, the United States, the Central and East European EU member states, Russia, China and non-governmental organizations. It aims is to gain a better understanding of the EU’s democracy promotion agenda and to learn more about the (in)distinctiveness of the norms diffused by the EU. Building on a common conceptual chapter, the contributions follow different theoretical approaches and research designs, and focus on a diversity of case studies. The book concludes that in comparison with other international actors, the EU’s conceptual approach to democracy promotion is diffuse, which in turn makes the EU a particularly flexible but also ‘technical’ democracy promoter when it comes to implementation. At the same time, there are limits to flexibility at the level of concepts and frames. This indicates a distinct character of the substance of EU democracy promotion, which can be linked to the nature of the EU polity. This book was published as a special issue of the Cambridge Review of International Affairs.

To do so, these nations had to meet certain EU accession requirements, including antidiscrimination reforms. Reputational concerns prevented state elites from policy dismantling, but gender equality policies and institutions became marginalized on the state agenda after accession. The importance of subnational regions to politics, governance, and economic development in Western Europe has long been recognized. However, far less is known about recent steps to introduce a regional level of politics in East Central Europe. Reforms there are part of the larger process of crafting democracy; that is, regional reforms are linked to the economic and political transition away from communism and toward “Europe,” specifically the European Union. Crafting Democracy offers an important comparative analysis of the process and outcomes of region-building in the four Visegrád countries. Jennifer A. Yoder investigates why some but not other post-communist countries chose to introduce a regional level of elected government. In the 1990s, for example, Poland boldly took the lead in regionalization, while the Czech Republic and Slovakia lagged behind. Hungary, meanwhile, declined to create regions. The author argues that these regional reform processes have potentially far-reaching implications for state-society relations, political participation, and policymaking at the domestic level. The emergence of new actors at the subnational level, moreover, creates opportunities for cross-border and European Union–level initiatives.

This book seeks to inject fresh thinking into the debate on democratic deterioration in Central and Eastern Europe (CEE), viewing 'democratic backsliding' through the prism of a range of cases beyond Hungary and Poland, to redress the imbalance in current scholarship. Over the past decade a consensus has emerged that democracy in CEE is sharply deteriorating, perhaps even 'backsliding' into new forms of authoritarianism. Debate has, however, so far focused disproportionately on the two most dramatic and surprising cases: Hungary and Poland. This book reflects on the 'backsliding' debate through the experience of CEE countries such as the Czech Republic, Bulgaria, Latvia, and Estonia; as well as neighbouring post-communist regions such as the Western Balkans and former Soviet Union (cases such as Moldova and Ukraine), whose patterns of failing or partial democratisation may be newly instructive for analysing the development of CEE.
