First published in 1999, this book examines recent developments in the application of chaos and complexity theory to the applied social sciences and the implications for the government planning of social care services. The study argues that there are fundamental limitations to traditional government political and managerial planning structures. Chaos and complexity theory shows that the effects of time and space are critical aspects for planners to consider. Small changes in isolated social or individual factors can have larger scale effects on the future validity of a policy programme. In particular, rigid linear statistical calculations like the Government Standard Spending Assessment can undermine the ability of local authorities to make realistic plans. It is proposed that government political strategies and managerial methods of analysis need to better understand the complexity of information available to them. New political and institutional typologies are required if planning activity is to evolve to be of optimal social value.

Sustainable development stirs up debate about the capacities of political steering and governance. The complexity of the task expounds limits of steering in three dimensions: goals, knowledge, and power: Sustainability goals are subject to changing and controversial risk perceptions, values and interests. Moreover, knowledge of the coupled dynamics of society, technology and nature is limited. Finally, the power to shape structural change in society and technology is distributed across a multitude of actors and societal subsystems. Steering attempts therefore have to cope with conflict and ambivalence, with uncertainty, and with a lack of central control; and they have to face the necessity of coordinating different actor groups and social networks. This volume explores steering strategies and governance arrangements for sustainable development with a view to these problem dimensions. The contributions by authors from various disciplines approach these challenges from different conceptual angles, ranging from positivist, managerial up to post-modern, constructivist perspectives. This book explores the eventful but largely forgotten history of national planning efforts in the United States, first identifying and comparing five alternative approaches to contemporary national planning, then using these approaches to assess the events of 1973-1976, a period when crisis pressures brought a vigorous resurgence of national planning activity and debate. Dr. Wilson concludes that two new approaches to planning— "learning-adaptive" and general systems—are increasingly being used in lieu of the long-established, and less flexible, rational and incremental approaches, and that these might eventually achieve a beneficial new synthesis in both federal policy practice and social science theory. He argues that the twin questions of a planned versus a planning society and of who will plan for whom are inexorably emerging as key issues in U.S. public policy.
