There are a number of weaknesses in the existing national legal frameworks regarding social enterprises and this European added value assessment (EAVA) attempts to identify them. It goes on to argue that action at EU level would generate economic and social added value and presents a qualitative analysis of possible policy options and qualitative estimates of the possible additional value of taking legislative action at EU level in connection with a statute on social enterprises. The EAVA also identifies the economic and social costs associated with the implementation of each one of the identified options. Finally, it compares the various options on the basis of a set of criteria.
