Policing Humanitarianism examines the ways in which European Union policies aimed at countering the phenomenon of migrant smuggling affects civil society actors' activities in the provision of humanitarian assistance, access to rights for irregular immigrants and asylum seekers. It explores the effects of EU policies, laws and agencies' operations in anti-migrant smuggling actions and their implementation in the following EU Member States: Italy, Greece, Hungary and the UK.The book critically studies policies designed and implemented since 2015, during the so called 'European refugee humanitarian crisis'. Building upon the existing academic literature covering the 'criminalisation of migration ' in the EU, the book examines the wider set of punitive, coercive or control-oriented dynamics affecting Civil Society Actors' work and activities through the lens of the notion of ' policing the mobility society'. This concept seeks to provide a framework of analysis that allows for an examination of a wider set of practices, mechanisms and tools driven by a logic of policing in the context of the EU Schengen border framework: those which affect not only people, who move (qualified as third-country nationals for the purposes of EU law), but also people who mobilise in a rights-claiming capacity on behalf of and with immigrants and asylum-seekers.

This book interrogates the politics of humanitarian responses to border violence and unequal mobility, arguing that such responses mask underlying injustices, depoliticise violent borders and bolster liberal and paternalist approaches to suffering. Focusing on the diversity of actors involved in humanitarian assistance alongside the times and spaces of action, the book draws a direct line between privileges of movement and global inequalities of race, class, gender and disability rooted in colonial histories and white supremacy and humanitarian efforts that save lives while entrenching such inequalities. Examining the relationship between humanitarianism, human rights, and security in the governance of borders and migration, this book analyses the case of the European Border and Coast Guard Agency (Frontex), challenging the common assumption that humanitarianism and human rights provide a critical basis for countering securitisation. Arguing that these are not three opposing discourses and modes of governing, the author contributes to a deeper understanding of their connections and combined effects in border governance. Drawing on ethnographic fieldwork, interviews, and document analysis, the book offers three perspectives on Frontex’s changing relationship to humanitarianism and human rights. In doing so, it provides a multifaceted account of Frontex and its gradual appropriation of what are often considered pro-migrant discourses. This edited volume analyses the global making of security institutions and practices in our postcolonial world. The volume will offer readers the opportunity to gain a deeper understanding of the global making of how security is thought of and practiced, from US urban policing, diaspora politics and transnational security professionals to policing encounters in Afghanistan, Palestine, Colombia or Haiti. It critically examines and decentres conventional perspectives on security governance and policing. This handbook builds a shared understanding of the troubling politics of philanthropy and the disturbing history and practices of humanitarianism. While historical work on philanthropy has long suggested a link between imperial rule and humanitarian aid, these insights have only recently been brought to bear on contemporary forms of giving. In this book, contributors link the long history of colonial philanthropy to current foundations and their programs in education, health, migrant care, and other social initiatives. They argue that both philanthropy and humanitarianism often function to consolidate market rule, consolidating and expanding liberal market rationalities of neoliberal entrepreneurialism to a widening population and set of institutions. Philanthropy and humanitarianism share a history, growing together out of modernist socio-economic relations and modes of imperial rule. However, the histories and contemporary politics of the two have not been brought together with such breadth or under such a critical lens before. Discussing philanthropy and humanitarianism together, combining both historical scope and contemporary iterations, highlights continuities and convergences—making the volume a unique introduction and critical overview of critical work in these sister-fields.
