Book Description
The economic downturn of the past several years has been devastating to local economies and, by extension, their local law enforcement agencies. According to a report by the National Institute of Justice, the United States is currently experiencing the 10th economic decline since World War II (Wiseman 2011). The impact of this downturn will result in a change of how law enforcement services are delivered. As has been discussed by the COPS Office Director, Bernard Melekian, in a series of recent articles published in the Community Policing Dispatch, expectations will not be lowered just because an agency now has fewer officers, or because the budget is limited. Simply doing less while waiting for local budgets to recover to pre-2008 levels is not a viable option. Faced with a dramatic budget contraction, law enforcement leaders need to start identifying different ways to deliver police services and, perhaps more importantly, articulate what the new public safety models will look like to their communities (Melekian 2011a). The effects of the economic downturn on law enforcement agencies may be felt for the next 5-10 years, or worse, permanently. The permanence of this change will be driven not just by the economy, but by the local government officials determining that allocating 30-50 percent of their general fund budgets for public safety costs is no longer a fiscal possibility (Melekian 2011b).

Book Description
The economic crisis that began in 2008 has changed America in many ways. Unemployment rates have increased sharply, the stability of the housing market has collapsed, consumer spending has slowed, and city revenues have lessened. Law enforcement agencies are some of the hardest hit by the current economic climate, and they face a new reality in American policing - one that requires a shift in the methods they use to uphold levels of service while dealing with ever-shrinking budgets. The importance of maintaining and expanding community policing practices during this time of economic hardship is paramount. Drawing from reputable surveys, publications, and a variety of data sets, The Impact of the Economic Downturn on American Police Agencies outlines the ways in which law enforcement agencies have been affected, and examines the ways some have responded.

Book Description
The 22nd Annual Meeting of the International Police Executive Symposium was held in August 2012 at the United Nations Plaza in New York. Chaired by Dr. Garth den Heyer, the symposium focused on the links between economic development, armed violence, and public safety. Drawn from these proceedings, Economic Development, Crime, and Policing: Global Perspectives presents the insight of police leaders and researchers from a number of countries. They provide worldwide perspectives and case studies about the complex interrelations and influence of these issues on police practice in developed, developing, and transitioning countries. Topics include: Youth violence in society Economic downturn and global crime trends Restorative justice and recidivism Community-based policing Investigation techniques applied to financial crimes Policing gang violence Implementation of the rule of law in postconflict countries Policing transportation infrastructures The book organizes these topics according to regional perspectives (global, modern democracies, emerging democracies, and newly industrialized countries). It highlights ongoing response efforts related to challenges facing the police in emerging or newly democratized states. The book concludes with a comprehensive review of the fundamental elements of police reform and explores how such changes might affect society. It discusses the role of society in reforming police systems and suggests new directions for this broad research agenda. This book is a co-publication with the International Police Executive Symposium.

Book Description
Community Policing in the New Economy addresses how the recession of 2008-2012 affected community policing activities in police agencies across the country and describes the severe budget cuts police leaders were forced to make. Based on survey data from the Major Cities Chiefs Association membership and a subsequent round table dialogue with chiefs and academic researchers, the impact of these cuts was felt in a range of areas related to community policing; they have created a "new reality" in law enforcement's eyes. But the survey results and round table dialogue also reveal that leaders have remained steadfast in their commitment to community policing, which has become ingrained into contemporary law enforcement as a predominant philosophy supported by problem-solving practices and community engagement. This publication highlights key operational strategies used to continue that commitment and makes a series of practical recommendations to leaders on continuing to move forward during difficult times.
