Book Description
Development Issues, Policies and Actions is intended as a book of readings on development for the general readers and for the undergraduate and graduate students of development as a supplement to the text book on economic development. It is written with materials mostly taken from our recent research works on current development issues and policy actions in Malaysia and Bangladesh. As a result, we believe that the intended readers and students will find the materials fairly known and easier to read and comprehend. To make the book more reader-friendly, we provided a comprehensive summary at the end of each essay. Readers who are time pressed but want to know the basic contents and the key messages of the essays at the shortest time at hand, can do so by reading the summaries of the essays. An additional and special feature of this book is that it emphasizes on the holistic and ethical aspects of development. This aspect is least covered by most standard text books on the subject. In that sense this book will serve as a make up for the deficiencies of the text book materials in terms of ethical orientation, essence, and higher goals of development. We gratefully acknowledge the generosity of the publishers and authors of all the research works from where the materials have been compiled for use in this book. Similarly we are profoundly thankful to all the scholars, particularly to Prof. Golam Dastagir of Jahangirnagar University, Dhaka, and Prof. Munir Quddus of Prairie View A&M University, Texas, for their critical comments on the draft of the book. Specially, we are profoundly thankful and grateful to Prof. Datuk Dr. Syed Othman Alhabshi for writing the scholarly foreword of this book. Finally, we remain thankful to Universiti Malaysia Perlis, Malaysia and the International Islamic University Chittagong, Bangladesh for jointly publishing this book.

Book Description
The water sector reform in Malaysia, initiated in 2004, intended to improve the efficiency and effectiveness of the water sector in the long term. This book explains the overall policy process of the reform and assesses the extent to which the reform has met its objectives and the means through which it has done so. The conclusions point to a weak correlation between the reform outputs on the one hand and the operational efficiency and environmental effectiveness gains of water utilities on the other. They also offer valuable insights into the policy arrangement that successfully shaped the water reform process. The policy process of the Malaysian water sector reform reflects the current global trend towards centralizing water management within the public domain with a clear division of tasks between policy formulation, regulatory oversight and service provision. Federal and state actors have become the dominant players in the water sector. This has reduced the role of private water utilities to a small fraction of activities within the entire value chain of water, and strengthens close regulation oversight from the regulator. Lastly, civil society groups now have a growing (albeit still small) influence on the water sector. In terms of policy recommendations, this book reiterates the need to adopt a private sector culture in managing public water; to establish a clear division of tasks between policy formulation, regulation and service provision; and to facilitate wider public engagement as well as to promote better informational governance in the water sector, including the call for a national water data bank.

Book Description
This book examines the various economic, political and developmental policy challenges that Malaysia faces in her shift from a middle income to high-income economy. This issue is of great interest to academics, policy makers and development practitioners in the developing world, particularly in middle-income economies where there is a widespread concern about the challenges of managing such a transition. Malaysia is one of the developing world's greatest success stories. The book argues that as one of the developing world's most open economies, with a reputation for prudent macroeconomic management, Malaysia has achieved consistent growth since independence. It has moved from a largely resource-based economy to a multinational-led, export-oriented, industrial economy. Despite this success, Malaysia, like other developing countries, is currently at a crossroads in its development strategy; it is in danger of being unable to graduate to the level of more advanced economies - such as Korea, Taiwan and Singapore - but with the basis of its success at risk from competition from efficient, lower-wage countries - such as China, India and Vietnam. Moreover, there are new threats to the political stability and affirmative action programmes which have successfully held together a very racially diverse population.

Book Description
The economies located in East, South and Southeast Asia have witnessed an interesting growth-sustainability trade-off over the last decades. While growth considerations have paved ways for deepened ties with growing trade-investment waves and increasing population pressure necessitated exploitation of hitherto unutilized natural resources, focus on environmental sustainability has been a recent consideration. The growth impetus still playing a key role in these economies, it becomes imperative that the countries effectively address the key sustainability concerns, e.g. air and water pollution, land degradation, loss of biodiversity, climate change issues like CO2 emissions etc. But how prepared is the governance mechanism of these countries, covering not only the legislative and administrative framework but also involvement of the judiciary, presence of spirited civil society and active engagement of stakeholders in policy-framing dialogues, to rise up to these challenges? The book seeks an answer to this question through the environmental governance mechanism and natural resource conservation policies in three vibrant regions within Asia. A holistic development dimension of sustainable development path emerges, through discussion of policies adopted by developed (Japan, South Korea), upper-middle (China, Malaysia), developing (India, Indonesia, Philippines, Sri Lanka, Thailand) and least developed countries (Bangladesh, Myanmar, Nepal).
