La complejidad de la vida social ha obligado a incorporar la planificación con uno de los instrumentos significativos en la toma de decisiones y en la implementación de cualquier tipo de acción en las esferas sociales y económicas . La planificación ha sido aceptada por todos los regímenes políticos. Así, ha sido considerada por las diversas experiencias socialistas, sustentadas en el marxismo como el instrumento prominente en la construcción del proyecto. Las diferentes orientaciones de Sociedad de Bienestar, asociadas a estilos capitalistas con una diversa participación del estado, le otorgaron a la planificación un rol relevante. Las tendencias neoliberales, en las que predomina una visión del dominio generalizado de la economía de mercado, aunque han criticado las actividades de planificación estatal, también han aceptado e incorporado diversas modalidades de planificación que tienen a la empresa como el elemento protagónico esencial.
