The Fourth Programmatic Social Reform Loan Project (PSRL IV) is the fourth and final stage of a four-year program in Peru, which uses a Programmatic Development Policy Loan instrument to support reforms aimed at increasing access, transparency, and efficiency in service provision. The main objective of PSRL has been, since the beginning of the program in 2001, to support Peru's medium term social policy reforms. PSRL IV is focused on consolidating these reforms and increasing their sustainability into the future. It will support efforts to complete and consolidate reforms in five areas: social expenditures management; redesign, targeting, and administration of social protection programs; access to health services; access and efficiency in education; and transparency and accountability in the social sectors.

This Peru Country Program Evaluation for the World Bank Group, 2003-2009 is part of IEG s country program evaluation series. To date, IEG s in-depth country evaluations have comprised IEG-WB Country Assistance Evaluations (CAEs) and IEG-IFC Country Impact Reviews (CIRs). Both the CAEs and CIRs have involved comprehensive evaluations of the respective institutions activities in a country. In a pilot approach, this evaluation was prepared by a single IEG team that looked at development interventions across the three WBG institutions. The evaluation draws on WBG documents, external literature, and on interviews with government officials, representatives of the private sector and civil society, nongovernmental organizations, bilateral and multilateral development partners, and Bank, IFC, and MIGA staff in Washington and in Peru. An IEG mission visited Peru in September 2009. IEG also cooperated with the Evaluation Office of the Global Environment Facility that was conducting a parallel evaluation in Peru.

This paper focuses on Peru’s Second Review Under the Stand-By Arrangement (SBA). Progress was made on structural reforms, but key reforms remain to be implemented, including the completion of tax reform and implementation of a fiscally neutral decentralization. Both are crucial to fiscal sustainability over the medium term but face considerable risks in the current political environment. The 2003 program aims at maintaining prudent macroeconomic policies, including moderate fiscal adjustment, and pressing ahead with structural reforms. Moderate fiscal adjustment is also needed to give credibility to the authorities' medium-term deficit target.

This paper discusses key findings of the Second Review Under the Stand-By Arrangement for Peru. The economy continued to perform well in 2004. Real GDP grew by 5.1 percent, inflation was 3.5 percent at end-December, and the fiscal deficit of the combined public sector narrowed to 1.1 percent of GDP. However, poverty remains high. The reform of the preferential public pension regime was approved in mid-December, and the authorities are making progress toward awarding transportation infrastructure in concession to the private sector.
