Introduction: Human nature is miscellaneous and flexible. None of us is even identical in true sense; each child has his own fair sideshow which presents him as a separate individual from the others. However, the distribution of individual differences among the population in all the personality dimensions follows the trend of a well-known pattern known as normal distribution. Accordingly, most of the children are found to possess average abilities, capabilities and potentialities with regard to the growth and development. However, it does not always happen this way. There are exceptions and as such many of our children deviate too much from the expected range of the normal or average possession. Some are brighter, some are dull, and some are unable to cope with the normal situation inspite of having the talents. This category of children is in need of some special care attention and measures for the satisfactory adjustment, welfare and progress in their lives. They find it difficult to learn without special inputs. Children with special needs are found to suffer from extremes or excesses. Among them the fortunate ones like the gifted, talented and creative possess capacities, abilities and potentials in abundant in one or other fields and the unfortunate ones, called the disabled or impaired are found to suffer a lot from one or the other deficits, deficiencies and inadequacies with regard to their potentialities, growth and development.1 All human beings intend a universal developmental ladder. They clamber up this ladder is characterized by an orderly, sequential achievement of developmental milestones. The universality of human development is founded in the fact that relative ability/disability does not have material impact on the sequence of developmental of achievement. Relative ability/disability, however, can materially affect both the rate of developmental achievement and the potential for ultimate achievement.
