"The purpose of this study was to examine Minnesota school superintendents' perceptions of the administrative licensure program in the state of Minnesota as one measure of whether the Minnesota Administrative Competence-Based Preparation Program is adequately preparing newly licensed administrative candidates for effective school leadership. The population for this study was narrowed to 114 superintendents supervising non-tenured, newly licensed principals who received their Minnesota administrative licensure between 2002 and 2005. A web-based survey designed around 21 competencies required by Minnesota state law collected frequency data in ordinal and nominal scales. The ordinal scale consisted of a Likert-scale survey ranging from (1) strongly disagrees to (5) strong agree. The nominal scale disaggregated and analyzed the data by two demographic locations, rural vs. suburban/urban. The data led to three main findings. First, on average, a third of the superintendents answered that they were unsure whether their new principals demonstrated the stated competencies. Second, on average, a higher percentage agreed than disagreed that the principals demonstrated the competencies. Third, although there were often differences in the responses of rural and suburban/urban superintendents, those differences were not significant for 40 of the 42 questions. "This quantitative, exploratory, descriptive study extended the research of Magone (2007) and measured the perceptions of Minnesota public school principals, superintendents, and school district attorneys regarding education law. The focus of the study was to identify a) the areas of education law are considered essential for Minnesota public school principals to know; b) the areas of education law in which public school principals have the most immediate need for continuing education; c) the areas of education law are considered critical for inclusion, or to be given priority, in Minnesota principal licensure programs; d) the avenues for continuing education that are considered most convenient and efficient for Minnesota public school principals; and e) the differences, if any, in perceptions between Minnesota and Montana public school principals, superintendents, and school district attorneys. The domain of Exceptional Children and the individual areas of Suspensions/Expulsions, Harassment (student), Staff Evaluation, and Dismissal Procedures (staff) were found to be the most essential areas as well as those also needing continuing education. Tort Liabilities and Corporal Punishment, among many law areas, were found to be most critical for inclusion in Minnesota principal licensure programs. A full-day, in-district education law training once during the summer was found to be considered the most convenient and efficient continuing education avenue for Minnesota public school principals to attain new knowledge of education law."--leaf 3.
