1.1 Introduction Management of public finance is the responsibility of the Central, State and Local Self Governments. This arises in the content of the responsibility of the respective goals to look after the welfare of the people. The administrative efficiency of a government depends upon the manner in which public finance is successfully managed to the best advantage of the society. This is a difficult task requiring dedication and honesty on the part of the governments at all levels.
