The report is a replication of a study entitled STUDIES IN DETERRENCE XIII. 'Pattern and Level of Risk in Soviet Foreign Policy-Making, 1945-1963 (NOTS TP 3880, U.S. Naval Ordnance Test Station, China Lake, California October 1966). Here, the behavior of the People's Republic of China in risk situations is analyzed for 24 crises from 1949 to 1965. The inherent risk for the PRC in each crisis is scaled according to the countries involved, the stakes, geographical location, developmental factors, and relative military strength. The behavior of the PRC in each crisis is scaled according to: proportionality of risk-taking to stakes; maximum bid by PRC; nature of the crisis outcome. The behavioral variables are tested for statistical correlation with the situational variables. (Author).
