Book Description
This paper begins with a review of the public's expectations for today's information technology as they apply to parliaments & governments. It then identifies some areas where existing information technology can be used to help individual parliamentarians, communicate with constituents, and enhance the legislative process. It also reviews some key information technology tools that could be ready for use in legislatures within the next five years: multimedia, the Internet, biometrics systems, and wireless networks. Possible parliamentary applications of evolving information technology are described, such as real-time access to proceedings. Finally, the paper sets out some issues for parliaments to resolve in exploiting these information tech opportunities: costs, renovation of existing facilities, changes to procedures & practices, and how to deal with people. Appendices include an overview of the use of World Wide Web sites in legislatures and an update on Internet developments.

Book Description
This report considers how the developments in information and communication technologies (ICT) can be used to increase public awareness of the work of Parliament and MPs, in order to promote greater parliamentary accountability and enhance its reputation amongst the general public. The Committee report recommends the adoption of five ICT principles including: the expansion of public access to ICT in order to improve methods of communication with MPs and Select Committees; greater public access to Parliamentary proceedings and papers; and increased co-operation between parliamentary and governmental bodies both in the UK and abroad to share good practice in the use of ICT.
