In life, delegation is fundamental. But it is difficult, especially when attempted internationally, as in the long delegation chains to the United Nations family and other global governance structures. There, much hinges on the design of delegation relationships. What prompts another entity to fall in line — and if it does not, what can be done? For international organizations, the conventional answer is simple: when designing institutions, member-states endow themselves with stringent control mechanisms, such as monopolization of financing or vetoes over decision-making in the new body. But as Tana Johnson shows, the conventional answer is outdated. States rarely design international organizations alone. Instead, negotiations usually involve international bureaucrats employed in pre-existing organizations. To unveil these overlooked but pivotal players, Organizational Progeny uses new data on nearly 200 intergovernmental organizations and detailed accounts of the origins of prominent and diverse institutions — the World Food Program, United Nations Development Program, International Energy Agency, Intergovernmental Panel on Climate Change, Financial Action Task Force, Joint United Nations Program on HIV/AIDS. When international bureaucrats have a say, they often strive to insulate new institutions against the usual control mechanisms by which states steer, monitor, or reverse organizational activities. This increases control costs for states, is difficult to roll back, and even produces bodies that powerful countries initially opposed. The result is a proliferation of organizational progeny over which national governments are literally losing "control". Johnson explores what this means for the democratic nature of global governance and how practitioners can encourage or staunch this phenomenon. As climate change and a pandemic pose enormous challenges to humankind, the concept of expert governance gains new traction. This book revisits the idea that scientists, bureaucrats, and lawyers, rather than politicians or diplomats, should manage international relations. It shows that this technocratic approach has been a persistent theme in writings about international relations, both academic and policy-oriented, since the 19th century. The technocratic tradition of international thought unfolded in four phases, which were closely related to domestic processes of modernization and rationalization. The pioneering phase lasted from the Congress of Vienna to the First World War. In these years, philosophers, law scholars, and early social scientists began to combine internationalism and ideals of expert governance. Between the two world wars, a utopian period followed that was marked by visions of technocratic international organizations that would have overcome the principle of territoriality. In the third phase, from the 1940s to the 1960s, technocracy became the dominant paradigm of international institution-building. That paradigm began to disintegrate from the 1970s onwards, but important elements remain until the present day. The specific promise of technocratic internationalism is its ability to transform violent and unpredictable international politics into orderly and competent public administration. International organizations like the United Nations, the International Monetary Fund, or the European Union are a defining feature of contemporary world politics. In recent years, many of them have also become heavily politicized. In this book, we examine how the norms and values that underpin the evaluations of international organizations have changed over the past 50 years. Looking at five organizations in depth, we observe two major trends. Taken together, both trends make the legitimation of international organizations more challenging today. First, people-based legitimacy standards are on the rise: international organizations are increasingly asked to demonstrate not only what they do for their member states, but also for the people living in these states. Second, procedural legitimacy standards gain ground: international organizations are increasingly evaluated not only based on what they accomplish, but also based on how they arrive at decisions, manage themselves, or coordinate with other organizations in the field. In sum, the study thus documents how the list of expectations international organizations need to fulfil to count as 'legitimate' has expanded over time. The sources of this expansion are manifold. Among others, they include the politicization of expanded international authority and the rise of non-state actors as new audiences from which international organizations seek legitimacy.

It provides new data from a unique dataset and in-depth interviews. It shows that member states employ a wide range of control mechanisms to reduce the potential loss of influence. They frequently forfeit the gains of delegation to avoid becoming dependent on the work of secretariats. Yet while states invest heavily in control, this book also argues that they cannot benefit from the services of secretariats and keep full control over outcomes in international organizations. In their delegation and control decisions, states face trade-offs and have to weigh different cost categories: the costs of policy, administrative capacity, and agency loss. Why do international organizations (IOs) look so different, yet so similar? The possibilities are diverse. Some international organizations have just a few member states, while others span the globe. Some are targeted at a specific problem, while others have policy portfolios as broad as national states. Some are run almost entirely by their member states, while others have independent courts, secretariats, and parliaments. Variation among international organizations appears as wide as that among states. This book explains the design and development of international organization in the postwar period.
