The Department of Defense (DOD) has identified a wartime requirement for 391 aircraft to transport passengers and cargo on short notice when other military and commercial flights are not able to provide transportation In a time-sensitive manner. These aircraft are referred to as operational support airlift alrcraft. Although DOD's policy specifies that the number of support aircraft are to be based on wartime requirements, DOD uses these alrcraft during peacetime for crew traming as well as passenger and cargo support. This General Accounting Office (GAO) report responds to concerns about whether the existing requirement for operational support alrlift alrcraft is linked to wartime needs. Specifically, GAO evaluated the process DOD uses to determIne its requirements for these aircraft. As requested, GAO has also provided information on the current operational support airlift inventory and planned changes to that inventory in appendixes I and II. The current process used to determine requirements for operational support alrlift is inadequate because it is not clearly linked to wartime requirements as DOD policy requires. In GAO's review of the process DOD used for the 1995, 1998, and ongoIng analyses of operational support airlift requirements, GAO identified several weaknesses that call the current requirement for 391 alrcraft Into question. Specifically, the Department has not clearly explained the basis for the key assumptions it is ito justify the requirements or identified the assumptions that shouid be updated In each succeedIng review.

In response to a congressional request, GAO reviewed Department of Defense (DOD) policies and procedures concerning the services' use of military operational support airlift (OSA) aircraft versus commercial aircraft for the transportation of DOD military and civilian personnel, to determine whether the: (1) services followed current policies and procedures; and (2) use of military aircraft was cost-effective compared to commercial air transportation sources. GAO found that: (1) the services' continued noncompliance with DOD policies and procedures and their own management criteria resulted in increased DOD transportation costs; (2) problems included services' failing to conduct or document periodic management reviews, implementing instructions for OSA inconsistent with DOD regulations, and overstating requirements, resulting in uneconomical flights; (3) DOD believed that use of OSA training missions to transport passengers was cost-effective and economical; and (4) the services' programs needed more automation and organization to have a more efficient, cost-effective, and service-oriented system.

At the request of a Support Airlift General Officer Steering Group chaired by AF/RDQ, a commonality study among five administrative and operational support airlift programs was conducted. Each program is projected to acquire commercial off the shelf aircraft beginning in the mid to late 1980's. These programs are: (1) European Distribution System Aircraft (EDSA); (2) Tanker Transport Bomber (TTB) trainer for ATC; (3) Special Air Mission (SAM) aircraft to replace the C-140; (4) Replacement or modernization of the Operational Support Airlift (OSA) CT-39 fleet and; (5) Replacement Flight Check (FC) aircraft. while the airframe requirements for each of these programs are different, there is enough similarity that the potential for airframe commonality appears to exist. Also, each program is planning on a contractor logistics support (CLS) maintenance concept. This study investigated both the benefits and impacts of airframe commonality for these programs.
