Opening to Omnilateralism After a century of western-inspired multi-lateralism, its much criticised 75-years old stronghold, the UN, needs a new narrative: omni-lateralism. The right vehicle is omnibus - for and by all -, firstly, to widen the way for input of more ideas and good practices of non-Western origin, and secondly, to include non-state actors as legitimate stakeholders in global governance. Some trends already signal an opening towards omnilateralism: enhancing global governance in the COP by adding Eastern understanding of cycles in nature to protect the environment (e.g. in circular economies) and a wider appreciation of ‘holism’ beyond the rather linear individualistic thinking of Western societies; also accountable groups of civil society - more trusted than officials driven by narrow national interest - increasingly enrich deliberations about climate change and other global problems that need global solutions. These require East-West and North-South cooperation as currently obvious in the urgent cross-border exchanges among experts to combat the pandemic and save lives and livelihood worldwide. Globalisation has elevated millions out of poverty. However, narrow-minded politicians still claim national ‘sovereignty’ and parochial interests against global solutions for the common good while the Westphalian ‘nation’ is becoming a historic aberration. Almost all governments nowadays claim democracy, but respect for its principles is falling. Democracy must adapt to each level of governance, from local, national, regional to global. More direct democracy may suit the directly informed local stage. The higher the stage and the wider the impact, the more expertise and responsibility with all stakeholders is needed to reach the common global good, i.e. omnilaterally.

The history of anthropology has been written from multiple viewpoints, often from perspectives of gender, nationality, theory, or politics. Global problems require global solutions. The United Nations as presently constituted, however, is incapable of addressing many global problems effectively. One nation– one vote decisionmaking in most UN agencies fails to reflect the distribution of power in the world at large, while the allocation of power in the Security Council is both unfair and anachronistic. Hence, nations are reluctant to endow the United Nations with the authority and the resources it needs. Extensive reform is essential. This analysis is rooted in the proposition that the design of decisionmaking systems greatly affects their legitimacy and effectiveness. Joseph Schwartzberg proposes numerous systemic improvements to the UN system, largely through weighted voting formulas that balance the needs of shareholders and stakeholders in diverse agencies. It indicates ways in which the interests of regions can supplement those of nations while voices of nongovernmental organizations and ordinary citizens can also be heard. In numerous contexts, it promotes meritocracy and gender equity. This book maps three waves of nativist populism in the post-war era, emerging into contemporary Neo-Nationalism. The first wave rose in the wake of the Oil Crisis in 1972. The second was ignited by the Collapse of Communism in 1989, spiking with the 9/11 terrorist attacks. The third began to emerge after the Financial Crisis of 2008, soaring with the Refugee Crisis of 2015. Whether the Coronavirus Crisis of 2020 will lead to the rise of a fourth wave remains to be seen. The book traces a move away from liberal democracy and towards renewed authoritative tendencies on both sides of the Atlantic. It follows the mainstreaming of formerly discredited and marginalized politics, gradually becoming a new normal. By identifying common qualities of Neo-Nationalism, the book frames a threefold claim of nativist populists in protecting the people: discursively creating an external threat, pointing to domestic traitors, and positioning themselves as the true defenders of the nation.
