The Russian Federation's National Security Strategy This strategy is the basic strategic planning document defining the Russian Federation's national interests and strategic national priorities, objectives, tasks, and measures in the sphere of domestic and foreign policy. It lists the threats to national security -- the set of conditions and factors creating a direct or indirect possibility of harm to national interests. It also discusses exploiting the resources of the world's oceans and the significance of the Arctic in particular. Edict No. 683 came into force when it was signed by Russian Federation President V. Putin in the Kremlin on 31 December 2015. National secuirty strategy is a vast subject involving a daunting array of interrelated subelements woven in intricate, sometimes vague, and ever-changing patterns.
