Basic scientific research and technological development have had an enormous impact on innovation, economic growth, and social well-being. Yet science policy debates have long been dominated by advocates for particular scientific fields or missions. In the absence of a deeper understanding of the changing framework in which innovation occurs, policymakers cannot predict how best to make and manage investments to exploit our most promising and important opportunities. Since 2005, a science of science policy has developed rapidly in response to policymakers' increased demands for better tools and the social sciences' capacity to provide them. Explorations of science, technology, and innovation in Africa not as the product of “technology transfer” from elsewhere but as the working of African knowledge. In the STI literature, Africa has often been regarded as a recipient of science, technology, and innovation rather than a maker of them. In this book, scholars from a range of disciplines show that STI in Africa is not merely the product of “technology transfer” from elsewhere but the working of African knowledge. Their contributions focus on African ways of looking, meaning-making, and creating. The chapter authors see Africans as intellectual agents whose perspectives constitute authoritative knowledge and whose strategic deployment of both endogenous and inbound things represents an African-centered notion of STI. “Things do not (always) mean the same from everywhere,” observes Clapperton Chakanetsa Mavhunga, the volume's editor. Western, colonialist definitions of STI are not universalizable. The contributors discuss topics that include the trivialization of indigenous knowledge under colonialism; the creative labor of chimurenga, the transformation of everyday surroundings into military infrastructure; the role of enslaved Africans in America as innovators and synthesizers; the African ethos of “fixing”; the constitutive appropriation that makes mobile technologies African; and an African innovation strategy that builds on domestic capacities. China is in the midst of transitioning from a manufacturing-based economy to one driven by innovation and knowledge. This up-to-date analysis evaluates China's state-led approach to science and technology, and its successes and failures. In recent decades, China has seen huge investments in high-tech science parks, a surge in home-grown top-ranked global companies, and a significant increase in scientific publications and patents. Helped by state policies and a flexible business culture, the country has been able to leapfrog its way to a more globally competitive position. However, the authors argue that this approach might not yield the same level of progress going forward if China does not address serious institutional, organizational, and cultural obstacles. While not impossible, this task may well prove to be more difficult for the Chinese Communist Party than the challenges that China has faced in the past.
