Adult learning systems are being called upon to prepare workers for major labour market shifts, including the green transition and the rise of artificial intelligence (AI) in the workplace. While initial education is important, upskilling and reskilling the existing workforce is essential to help individuals and businesses adapt and prepare for these transitions. Policy makers face the challenge of ensuring training is both relevant and inclusive, yet there is limited understanding of whether current training supply is sufficient to meet current and future skill needs. Most research focuses on the demand for skills, with little insight into the supply. To fill this gap, this report uses evidence from new OECD questionnaires and an analysis of training catalogues to evaluate whether current training supply aligns with the skills needed for the green and AI transitions. It also provides insight into the accessibility and flexibility of training efforts, to guide policy makers in their efforts to develop more effective, inclusive training strategies.

The transition to net-zero emissions by 2050 will have profound impacts on the labour market and the jobs of millions of workers. Aggregate effects on employment are estimated to be limited. But many jobs will be lost in the shrinking high-emission industries, while many others will be created in the expanding low-emission activities. This edition of the OECD Employment Outlook examines the characteristics of the jobs that are likely to thrive because of the transition (“green-driven jobs”), including their attractiveness in terms of job quality, and compares them to jobs in high-emission industries that tend to shrink. The cost of job displacement in these latter industries is assessed along with the trajectories of workers out of them towards new opportunities, and the labour market policies that can facilitate job reallocation. Particular attention is devoted to upskilling and reskilling strategies to facilitate workers’ transition into fast-growing, green-driven occupations. The distributive impacts of climate-change mitigation policies are also examined, with a focus on carbon pricing and options to redistribute its tax revenue to those most impacted. Greece’s economy has been outpacing the euro area average since 2021. Support measures protected households and businesses against high inflation, while public debt declined significantly. Growing disbursements of the Recovery and Resilience Funds, continuous employment gains and disinflation, and recent structural reforms are all expected to support growth. However, significant challenges lie ahead. Sustaining primary surpluses and preserving public investment are essential to maintain the debt-to-GDP ratio on a firmly declining path. This requires shifting the structure of public spending towards investment, lowering tax expenditures and tackling tax evasion further, building on recent progress. Strengthened vocational education and training, as well as better recognising prior learning and developing childcare capacity, are needed to mobilise larger parts of the working-age population and ease high labour shortages and skill mismatches. Boosting the rising, yet still relatively low level of labour productivity and investment while decoupling of emissions from activity and adapting to climate change are key to achieve sustainable rise in living standards. Further strengthening competition, reducing the regulatory burden and improving access to skills and financing would support firm growth and innovation.
