In 1853 only 4.4 per cent of the crews were foreigners. The proportion has risen until in 1894 it was 16.95 per cent of the whole, not counting Lascars and Asiatics, who have increased until they are about one-eighth or one-ninth of the entire number... The broad result is that in 1894 about two men did the work of seven on steam vessels in 1854, and that on sailing vessels two did the work of four. Most teachers will probably accept the conclusion which I have formed, after many years' experience, that it is a wearisome and hopeless task to at tempt to instruct a class Of pupils from any Of the English or French treatises upon the science. This volume contains the substance of a course of lectures upon Political Economy, first delivered before the Lowell Institute in Boston five years ago, and afterwards repeated, with many changes and additions, before successive classes in college. It also comprises all that was deemed worthy of preservation in a series of articles upon various topics in the science, which have been published during the last ten years in the North American Review. I have not deemed it necessary to rewrite what was at first carefully prepared for publication, when time and further reflection had not suggested any change of doctrine, or any material improvements in illustration or phraseology. To their extended view of the objects Of Political Economy is to be attributed the undue importance which many Economists have ascribed to the col lection of facts, and their neglect of the far more important process Of reasoning accurately from the facts before them. We are con stantly told that it is a science of facts and experiment, a science acide ale fails. The practical applications of it, like the practical applications of every other science, without doubt, require the col lection and examination Of facts to an almost indefinite extent. The facts collected as materials for the amendment of the poor-laws, and the opening of the trade to China, fill more than twice as many volumes as could be occupied by all the treatises that have ever been written on Political Economy 5 but the facts on which the general principles Of the science rest may be stated in a very few sentences, and indeed in a very few words. But that the reasoning from these facts, the drawing from them correct conclusions, is a matter of great difficulty, may be inferred from the imperfect state in which the science is now found after it has been so long and so intensely studied.
