Begins with a literature review on community economic development in general and on forestry-dependent communities. The literature is reviewed in the following terms: the financial market, traditional and non-traditional strategies for development, resource-dependent communities, and government roles and policies in economic development. The review is organised into topics including the role of entrepreneurship, urban community development in Canada, and local industrial development. The next sections examine selected measures of sustainable forestry and community development, and factors involved in northern Ontario community development. Finally, an input-output analytic model is presented for assessing impact on a community of expenditures on investment projects and other activities at the local and provincial level. The analysis is illustrated for a hypothetical case where the output of pulp and paper operations in Kapuskasing, Ontario is valued at 150 million. Economic impact results are supplemented by discussion of some general socio-economic indicators produced by the model.

Describes a new provisional classification of forest humus forms within forests of the boreal and Great Lakes-Saint Lawrence forest regions of north-western Ontario. Four major orders are recognized: mulls, moders, mors, and peatymors. Humus form groups are defined and described, and methodologies and approaches for humus form recognition in the field are briefly discussed. The first-approximation classification system permits identification of 11 forest humus form subgroups in north-western Ontario. The hierarchical system consists of a field key and a set of one-page summaries that describe each of the humus form subgroups. Common organic layer thickness ranges, the relative occurrence and distribution of the forest humus forms, and other data are summarized in relation to north- western Ontario's Forest Ecosystem Classification plot network. Forest humus forms are related to soil/site conditions, vegetation, general climate, and forest management practices in the region are also considered.

Northern Ontario waterways and the land bordering them are the source of many values, among them recreation or logging. A methodology that includes geographic information system (GIS) and field photogrammetry technologies and addresses the operational requirements of resource managers was developed to identify potential areas of conflict between visual and other values and to assist in the development of alternatives for integrated resource management planning efforts. A project was conducted in Thistle Township to the north and west of Thistle Lake and Red Cedar Lake in the North Bay District. An initial GIS assessment of forested areas theoretically visible from the lakes was made and demonstration materials prepared to explain project concepts to stakeholder groups during the values assessment process and to prepare for the field exercise. Interviews were conducted with three key stakeholder groups. Potential conflict areas were identified and a detailed analysis of them was made. This report describes the methods used and provides recommendations on streamlining the process and improving the technology.
