The Federal Government of Nigeria has adopted an ambitious strategy to make Nigeria the world’s 20th largest economy by 2020. Sustaining such a pace of growth will entail rapid expansion of the level of activity in key carbon-emitting sectors, such as power, oil and gas, agriculture and transport. In the absence of policies to accompany economic growth with a reduced carbon foot-print, emissions of greenhouse gases could more than double in the next two decades. This study finds that there are several options for Nigeria to achieve the development objectives of vision 20:2020 and beyond, but stabilizing emissions at 2010 levels, and with domestic benefits in the order of 2 percent of GDP. These benefits include cheaper and more diversified electricity sources; more efficient operation of the oil and gas industry; more productive and climate –resilient agriculture; and better transport services, resulting in fuel economies, better air quality, and reduced congestion. The study outlines several actions that the Federal Government could undertake to facilitate the transition towards a low carbon economy, including enhanced governance for climate action, integration of climate consideration in the Agriculture Transformation Agenda, promotion of energy efficiency programs, scale-up of low carbon technologies in power generation (such as renewables an combined cycle gas turbines), and enhance vehicle fuel efficiency.

The main theme of this book is to provide a critical analysis of the "Nigerian dependent management and leadership development in the post world war II colonial Nigeria". (1945-to-1960) and beyond, using foreign fi rms-global/multinational and transnational corporations; U.A.C., SHELL, NNPC and OPEC. All these foreign fi rms have their parent companies resided in their foreign countries of origin (advanced metropolis) and have their subsidiaries or peripheries all over the global communities of under¬developed and developing economies. Paradoxically, the book was generated by on-going political, economic concern and controversy with the fate of the struggle and quest for economic liberation in the third world-under-developed and developing countries of Africa, with direct specifi c studies of the "Nigeria dependent management and leadership development", predates, from 'pre and post' colonial era of the British colonial rule in Nigeria. The book further focuses, elicits and elucidates the third world dependent development. International Political Economy and Global/Multinational-Transnational Corporations, economic and political roles in Nigeria's 'agricultural and oil' base economic factors, by using Nigeria raw materials/natural resources to produce into fi nished products. The profi ts maximization, surpluses and heavy taxation realized through levied and derived from the genesis of the raw materials, making it into complete fi nished products, from the subsidiary country Nigeria, by the British global/multinational corporations of (U.A.C.) the United Africa Company, on the poor peasantry/farmers were been appropriated, expropriated back to the U.A.C's parent company in the United Kingdom's ministry of food and supply. The other raw materials/natural resources of the crude petroleum/oil manufacturing economy were been monopolized by the "SHELL" Oil Royal Dutch of Netherlands and British "SHELL" post emerged, based on the concession signed in Britain, as the British government during colonial rule in Nigeria discovered crude oil segments deposits, in the today's south-south at Oloibiri in 1956, province/region in the today, south-south of eastern Nigeria. The "NNPC" the Nigeria indigenous oil transnational corporation, represented the Nigeria federal government crude oil reserve ownership of 55 % (in a shared venture, with "SHELL" British Petroleum and her partner of the Netherland Royal Dutch Oil Co-"SHELL"- "SHELL" owned 30 %) and profi ts made by "SHELL" was transferred to the "SHELL" parent oil Co, Headquarters at Hague, Netherland; Finally, the "OPEC" relationship with Nigeria, and the world oil market, emerged as the oil giant (developing oil organization) permanent inter-governmental organization, seemed competitively world oil organization, bailed out the global oil community in terms of world oil market stock exchange crashes and recessions; global oil gluts, oil embargos, regional civil wars and unrest threatened "OPEC" oil production, intercepts in bailing out the global oil community, via by optimal production and supplies was apparent in "OPEC" sustainability growth and reinforce the world oil market business continuity. "OPEC" main theme was apparently formed to stabilize and fi x oil prices, amongst the member 12 oil producing and exporting countries from the third world. Assist the member oil producer member countries to produce oil in a quota basis system to prevent any oil price manipulations, intimidations, exploitative mechanism of oil sales malpractices and price anomalies.

The Nigeria Urbanization Review serves the critical and timely purpose of understanding the challenges and opportunities of urbanization in Nigeria. The country’s rapid urban population growth and expansion is examined in relation to the account of its recent urban economic growth in order to seek for ways to finance urban development, particularly the provision of urban public goods and services. The objective of this analytical program is to provide diagnostic tools to inform policy dialogue and investment priorities on urbanization. This report serves the critical and timely purpose of focusing attention on the challenges and opportunities of urbanization in Nigeria. The executive summary at the front summarizes the key trends of Nigeria’s urbanization and sets out a framework to structure core urban challenges in view of underlying causes. Detailed analyses follow in the subsequent four chapters. In Chapter 1, the dynamics of Nigeria’s urbanization process are presented, with particular attention to the country’s rapid urban population growth, the very large-scale urban expansion, and the stubborn persistence of high levels of urban poverty, inequality and regional disparity. Chapter 2 provides an account of Nigeria’s recent urban economic growth, in view of the nature of the concentration of economic activity across the country’s states and cities, and of the limited performance of urban and regional economies in generating higher levels of employment and improving business climates. Chapter 3 turns to description and assessment of land management, urban planning and housing provision procedures and systems, which face a variety of challenges with regard to costs, affordability, capacity, equity and efficiency. If not addressed in time, climate change is expected to exacerbate Nigeria’s current vulnerability to weather swings and limit its ability to achieve and sustain the objectives of Vision 20:2020 [as defined in http://www.npc.gov.ng /home/doc.aspx?mCatID=68253]. The likely impacts include: • A long-term reduction in crop yields of 20–30 percent • Declining productivity of livestock, with adverse consequences on livelihoods • Increase in food imports (up to 40 percent for rice long term) • Worsening prospects for food security, particularly in the north and the southwest • A long-term decline in GDP of up to 4.5 percent The impacts may be worse if the economy diversifies away from agriculture more slowly than Vision 20:2020 anticipates, or if there is too little irrigation to counter the effects of rising temperatures on rain-fed yields. Equally important, investment decisions made on the basis of historical climate may be wrong: projects ignoring climate change might be either under- or over-designed, with losses (in terms of excess capital costs or foregone revenues) of 20–40 percent of initial capital in the case of irrigation or hydropower. Fortunately, there is a range of technological and management options that make sense, both to better handle current climate variability and to build resilience against a harsher climate: • By 2020 sustainable land management practices applied to 1 million hectares can offset most of the expected shorter-term yield decline; gradual extension of these practices to 50 percent of cropland, possibly combined with extra irrigation, can also counter-balance longer-term climate change impacts. • Climate-smart planning and design of irrigation and hydropower can more than halve the risks and related costs of making the wrong investment decision. The Federal Government could consider 10 short-term priority responses to build resilience to both current climate variability and future change through actions to improve climate governance across sectors, research and extension in agriculture, hydro-meteorological systems; integration of climate factors into the design of irrigation and hydropower projects, and mainstreaming climate concerns into priority programs, such as the Agriculture Transformation Agenda.
