America’s public parks are in a golden age. Hundreds of millions of dollars—both public and private—fund urban jewels like Manhattan’s Central Park. Keeping the polish on landmark parks and in neighborhood playgrounds alike means that the trash must be picked up, benches painted, equipment tested, and leaves raked. Bringing this often-invisible work into view, however, raises profound questions for citizens of cities. In Who Cleans the Park? John Krinsky and Maud Simonet explain that the work of maintaining parks has intersected with broader trends in welfare reform, civic engagement, criminal justice, and the rise of public-private partnerships. Welfare-to-work trainees, volunteers, unionized city workers (sometimes working outside their official job descriptions), staff of nonprofit park “conservancies,” and people sentenced to community service are just a few of the groups who routinely maintain parks. With public services no longer being provided primarily by public workers, Krinsky and Simonet argue, the nature of public work must be reevaluated. Based on four years of fieldwork in New York City, Who Cleans the Park? looks at the transformation of public parks from the ground up. Beginning with studying changes in the workplace, progressing through the public-private partnerships that help maintain the parks, and culminating in an investigation of a park’s contribution to urban real-estate values, the book unearths a new urban order based on nonprofit partnerships and a rhetoric of responsible citizenship, which at the same time promotes unpaid work, reinforces workers’ domination at the workplace, and increases the value of park-side property. The transformation of child care after welfare reform in New York City and the struggle against that transformation is a largely untold story. In the decade following welfare reform, despite increases in child care funding, there was little growth in New York's unionized, center-based child care system and no attempt to make this system more responsive to the needs of working mothers. As the city delivered child care services "on the cheap," relying on non-union home child care providers, welfare rights organizations, community legal clinics, child care advocates, low-income community groups, activist mothers, and labor unions organized to demand fair solutions to the child care crisis that addressed poor single mothers' need for quality, affordable child care as well as child care providers' need for decent work and pay. Social Reproduction and the City tells this story, linking welfare reform to feminist research and activism around the "crisis of care," social reproduction, and the neoliberal city. At a theoretical level, Simon Black's history of this era presents a feminist political economy of the urban welfare regime, applying a social reproduction lens to processes of urban neoliberalization and an urban lens to feminist analyses of welfare state restructuring and resistance. Feminist political economy and feminist welfare state scholarship have not focused on the urban as a scale of analysis, and critical approaches to urban neoliberalism often fail to address questions of social reproduction. To address these unexplored areas, Black unpacks the urban as a contested site of welfare state restructuring and examines the escalating crisis in social reproduction. He lays bare the aftermath of the welfare-to-work agenda of the Giuliani administration in New York City on child care and the resistance to policies that deepened race, class, and gender inequities.

Governments worldwide struggle to remove policy deadlocks and enact much-needed reforms in organizational structure and public services. In this book, Jacob Torfing explores collaborative innovation as a way for public and private stakeholders to break the impasse. These network-based collaborations promise to multiply the skills, ideas, energy, and resources between government and its partners across agency boundaries and in the nonprofit and private sectors. Torfing draws on his own pioneering work in Europe as well as examples from the United States and Australia to construct a cross-disciplinary framework for studying collaborative innovation. His analysis explores its complex and interactive processes as he looks at how drivers and barriers may enhance or impede the collaborative approach. He also reflects on the roles institutional design, public management, and governance reform play in spurring collaboration for public sector innovation. The result is a theoretically and empirically informed book that carefully demonstrates how multi-actor collaboration can enhance public innovation in the face of fiscal constraint, the proliferation of wicked problems, and the presence of unsatisfied social needs.
