Excerpt from New York as an Eighteenth Century Municipality: Part I., Prior to 1731; Part II., 1731-1776 The title of this monograph requires some explanation. It is found in the fact that the real turning point in both English and American history was not the close of the year i7oo, a date merely marking the end of one cen tury and the beginning of the next, but rather the years 1689 - 1690. Conditions in the period intervening were essentially those of the eighteenth century. Therefore in the treatment of New York as an eighteenth century municipality we are justified in beginning at least as far back as 1689. But the conditions which existed before that date, and even as early as the close of the Dutch period, were not fundamentally different from those which were contemporaneous with the English Revolution. In order, therefore, to explain political situations and official functions as they appeared at any date after the English occupation, much attention must be devoted to the Dutch municipalities of New Amsterdam and New Orange, as well as to the early government of the city under the English.
