It starts with a comprehensive explanation of both the structure and range of applicability of new regulations, such as Euro 5 and Euro 6 for light-duty vehicles and Euro VI for heavy-duty vehicles. Then it introduces the most important issues in in-service conformity and conformity of production for vehicles, describing the latest procedures for performing exhaust emissions tests under both bench and operating conditions. Subsequently, it reports on portable emission measurement systems (PEMS) and their application for assessing the emissions of gaseous and particulate matter alike, under actual operating conditions and in all transport modes. The European Commission has recently launched the process of developing stricter emissions standards (post-Euro 6/VI) for all petrol and diesel cars, vans, lorries and buses. To ensure vehicles on European roads are clean over their lifetime, the proposed rules will consider new vehicle technologies and ensure emissions are measured on the road. The initiative is part of the European Green Deal and the European Union's (EU) commitment to accelerate the shift to sustainable and smart mobility. The main objective of this report is to contribute to the development of future European road vehicle emission standards by assessing the most relevant publicly funded research and innovation (R&I) projects and initiatives carried out in Europe after 2015. The assessment is largely based on the European Commission's Transport Research and Innovation Monitoring and Information System (TRIMIS) methodology for monitoring the progress of the Strategic Transport Research and Innovation Agenda (STRIA) roadmaps and analyses technology trends and R&I capacities in the European transport sector. The report provides a brief overview of the evolution of EU road vehicle pollutant emissions standards, a review of the most recent relevant research conducted at the European Commission's Joint Research Centre (JRC), and an analysis of publicly funded R&I projects in Europe addressing vehicle emissions, including a qualitative analysis and an assessment of the main conclusions. It concludes by summarising the main findings and providing recommendations to policy makers.

Both the UK and the EU have pinned much of their climate change policy on the effective opeation of the EU emissions trading system (ETS). Now in its second year the scheme has yet to demonstate that it can deliver the substantial greenhouse gas emission reductions that will form the yardstick of its success. This report examines the proposed revisions to the ETS, which would take effect in the scheme's third trading period, scheduled to last from 2013 to 2020. It is ultimately felt that if the ETS is to live up to its full potential, the aim must be to link it up with emissions trading schemes in other parts of the world so as to make the most of emission reduction opportunities in additional countries and sectors. However, the establishment of such links could prove arduous. It is anticipated that the EU may eventually face stark trade-offs between maintaining the environmental integrity of the ETS and extending its reach.

The EU emissions trading scheme is the largest emissions control scheme in the world, capping almost half of European CO2 emissions. As the scheme emerges from its pilot phase, this special issue of Climate Policy journal analyses the lessons learned from the last two years and their implications for phase II. The volume presents some of the key analyses that helped inform the European Commission's decisions on national allocation plans, with research ranging from detailed country-by-country comparisons to more generic analysis that puts forward the case for harmonization. Challenging calls to seperate electricity from other sectors, a macroeconomic study suggests that the biggest efficiency gains come from inter-sectoral trading, even more than international trading. Empirical papers, which look at the expected scarcity of allowances in the market and merge models for the power and non-power sectors to project emissions and contrast these to the aggregate allocation volume, are complemented by two numerical simulations of trade and distributional effects, estimating the efficiency gains of the EU ETS in phase I and assessing allocation and distribution effects in the RGGI context.
