Resolution of the Metropolitan Development Commission, LPA Governing Body approving the Urban Renewal Plan and conditions of which relocation payments will be made ; 2.) The opinion of John O'Connor, LPA Counsel, regarding the Urban Renewal Plan, these opinions cover each of the Urban Renewal Plans as submitted under the original NDP submission ; 3.) The resolution of the governing body of the City of Indianapolis, City County Council of Indianapolis, Indiana, Marion County, Indiana approving the NDP annual increment, the filing of the application for financial assistance, urban renewal plan, and the feasibility of relocation ; 4.) The affidavit of publication for the notice of public hearings ; 5.) The certified copy of the excerpts from the minutes of public hearings held by the Metropolitan Development Commission ; 6.) Local approving documents, i.e., Declaratory Resolution and Confirmatory Resolution ; and 7.) A letter of approval from the Indiana State Planning and Development Clearing House and the Regional Planning approval from the Division of Planning and Zoning of the Department of Metropolitan Development pursuant to the office of Management and Budget Circular A-95.
