This report documents the results of a crash test of a New York Two-Rail Bridge Rail. The New York Two-Rail Curbless Bridge Railing is a steel-beam and steel-post system on a concrete bridge deck. This was the second test of a series intended to evaluate this new bridge rail design. The objective was to see if it meets Test Level Four (TL-4) in NCHRP Report 350. In this test, a 2000-kg pickup truck impacted the bridge rail at a nominal speed and angle of 100 km/h and 25 degrees. The bridge rail contained the vehicle and redirected it. At this time there is no widely accepted measure of occupant risks associated with deformations or intrusions into the passenger compartment. Of necessity, this factor must be assessed in large part by the judgement of the test agency and the user agency, or both. The researchers have concluded that this bridge rail did not meet evaluation criteria D and K for Test No. 4-11 in NCHRP Report 350 due to separation in the floor plan and excessive deformation of the occupant compartment.

The objective of this study was to crash test and evaluate the New York Two-Rail Curbless and FourRail Curbless Bridge Railings, and the box beam transition. Under the first part of the study, the Two-Rail and Four-Rail bridge railings were evaluated to National Cooperative Highway Research Program (NCHRP) Report 350 test level 4 (TL-4). To evaluate to TL-4, three full-scale crash tests on the length of need (LON) of the longitudinal barrier, or bridge railing, are required. These include an 820-kg passenger car impacting the critical impact point (CIP) at a nominal impact speed and angle of 100 km/h and 20 degrees, a 2000-kg pickup truck impacting the CIP at a nominal impact speed and angle of 100 km/h and 25 degrees, and an 8000-kg single-unit truck impacting the CIP at a nominal impact speed and angle of 80 km/h and 15 degrees. After evaluation of the two bridge railings, New York DOT and Federal Highway Administration (FHWA) decided to evaluate a box-beam transition attached to the New York Four-Rail Curbless Bridge Railing. NCHRP Report 350 test designation 3-21, which is the 2000-kg pickup truck impacting the CIP of the transition at 100 km/h and 25 degrees, was performed on the transition. This report presents the details and results of all six crash tests performed under this contract.

The New York Four-Rail Bridge Rail Transition did not meet occupant risk criterion D and vehicle trajectory criterion K for NCHRP Report 350 test designation 3-21. Due to the significant amount of overall deformation of the occupant compartment, separation in the floor pan, and partial ejection of the dummy through the door which was pulled open at the hinges, overall damage to the vehicle was judged to hav epotential for causing serious injury to occupants. This severe damage resulted from vehicle snagging on the rail splice joints and bolt heads that protruded after the rail element was partially collapsed.

The Federal Highway Administration (FHWA) recently adopted new performance evaluation guidelines for roadside safety features set forth in NCHRP Report 350. This report contains the results of a crash test performed on the 1.07-m vertical wall bridge railing with a 36000V test vehicle under NCHRP Report 350 test level 5 conditions, i.e., impacting the length of need at a nominal speed and angle of 80 km/h and 15 degrees. The purpose of the test was to determine if the bridge railing would perform satisfactorily in containing and redirecting the heavy vehicle without rolling the vehicle.
