The Navy has put forth a new construct for its strike forces that enables more effective forward deterrence and rapid response. A key aspect of this construct is the need for flexible, adaptive command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) systems. To assist development of this capability, the Navy asked the NRC to examine C4ISR for carrier, expeditionary, and strike and missile defense strike groups, and for expeditionary strike forces. The United States must operate successfully in space to help assure its security and economic well being. The Department of the Navy is a major user of space capabilities, although those capabilities are now primarily provided by DOD, the Air Force, and NOAA. Following a DOD assessment of national space security management in 2001, the Navy commissioned a Panel to Review Space to assess Navy space policy and strategy. As an extension of that review, the NRC was requested by the Navy to examine its needs in space for providing future operational and technical capabilities. This report presents a discussion of the strategic framework of future space needs, the roles and responsibilities for meeting those needs, an assessment of Navy support to space mission areas, and a proposed vision for fulfilling Naval forces space needs.

Shipboard Interior Communication (IC) systems, a critical part of command and control, have not kept pace with the technological advances occurring in other areas of Naval warfare. As a result, the requirements and demands place on an IC system in a warfare scenario are not likely to be met with much success. This thesis to takes the first steps towards rectifying this unsatisfactory situation. The general weaknesses and problems with present IC systems are identified. Then, paying close attention to the needs of surface combatants, particularly DDG-51 and FFG-7 class ships, the requirements and functions needed to improve shipboard IC are presented. These are incorporated into the requirements and functions needed to develop an ideal Integrated Shipboard Communication System (ISCS). A French designed and built ISCS is then compared to this ideal system in order to evaluate its potential for implementation aboard U.S. Navy surface combatants. (Author).

IVCS is the Navy's newest and most modern interior communications system. It is the Navy's only qualified integrated shipboard voice distribution system, and received approval for service use in 1978. It operates under processor control to provide the high degree of flexibility demanded to meet the varied missions of today's naval vessels. The production version of the first-generation system has been fully operational since 1975 and has produced favorable operational experience. System enhancements have been accomplished with an efficiency not previously seen in modifying interior communications systems. This ease of modification is a characteristic of the IVCS and its software control features, and will apply to all ships regardless of their type or mission. A modified first-generation system is in the AEGIS base line, and many exciting innovations are planned to meet the AEGIS mission. A second-generation system is being tested that increases the modularity, flexibility, and cost-effectiveness of the IVCS to enable fleet-wide application. The resulting system provides one common design for the 1980's.
