After briefly dealing with arguments for and against NATO's enlargement as far as Poland, the Czech Republic, and Hungary, the author shows why the enlargement process must be carried forward to include, in the near future, the three Baltic States (Estonia, Latvia, Lithuania) and Ukraine. Inclusion of the Baltic States and of Ukraine in NATO would stabilize the region by helping the Russian democrats to concentrate on building a genuinely democratic, market-oriented Russian national state, instead of succumbing to the temptation to restore the Soviet Union. Ukraine could also contribute to NATO a sizable conventional military force and a prime strategic area; the Baltic States offer a prime location and an indomitable spirit. The Balts and Ukraine will help NATO when finally admitted as full members. Using polling data, printed material, and interviews with Lithuanian and Ukrainian diplomats, the book convincingly shows the soundness of the Baltic and Ukrainian security goals without glossing over some difficulties, both internal and external.

The thesis examines the prospects for the Baltic states (Estonia, Latvia, and Lithuania) in the NATO expansion process. To provide historical perspective, previous NATO expansions and recent official NATO policies towards expansion are reviewed. Actions and deliberations in the Baltic states regarding NATO expansion are examined to set the stage for the most critical elements of the analysis, the American and Russian positions. The decisive influence of American leadership within NATO is assessed, and views on NATO expansion within the American body politic and the elected leadership are surveyed. The role of Russian opposition to NATO expansion, and more importantly, the sources of this opposition within the Russian political elites are examined, with particular attention to the formal decision-making structure and internal political dynamics. Finally, the thesis assesses the probable effect of alternative forms of NATO expansion on European security and stability.

Within the European area, the Baltic Sea still is the region where multiple security organizations seek influence to enhance stability and peace. The EU plans to enlarge into this region and the Baltic States are candidates for NATO enlargement. On the other hand, the Russian Federation sees the region as 'near abroad' and has declared the support of its minorities living there to be of vital interest. Therefore, this area is crucial for future relations between the former antagonists U.S. and the Russian Federation. The different security systems around the Baltic Sea guarantee stability and peace. Although there are still overlapping and waste of efforts, the coordination between the supporting nations and the receiving nations as well as the different organizations has increased. These initiatives try to help the Baltic States to restructure themselves. However, sometimes they slow down progress, because the organizational overhead is too big for the Baltic States. After they gained independence, a surge of nationalism went through them and they missed opportunities for better cooperation. Today the Baltic States are willing to coordinate their efforts, as several military cooperation projects tinder the Baltic Security Assistance Group show.
