In the face of globalization and new media technologies, can policy makers and regulators withstand deregulatory pressures on the ‘cultural policy toolkit’ for television? This comparative study provides an interdisciplinary investigation of trends in audiovisual regulation, with the focus on television and new media. It considers pressures for deregulation and for policy in this field to prioritise market development and economic goals rather than traditional cultural and democratic objectives, notably public service content, the promotion of national and local culture, media pluralism and diversity. Nonviolent state behavior in Japan, this book argues, results from the distinctive breadth with which the Japanese define security policy, making it inseparable from the quest for social stability through economic growth. While much of the literature on contemporary Japan has resisted emphasis on cultural uniqueness, Peter J. Katzenstein seeks to explain particular aspects of Japan's security policy in terms of legal and social norms that are collective, institutionalized, and sometimes the source of intense political conflict and change. Culture, thus specified, is amenable to empirical analysis, suggesting comparisons across policy domains and with other countries. Katzenstein focuses on the traditional core agencies of law enforcement and national defense. The police and the military in postwar Japan are, he finds, reluctant to deploy physical violence to enforce state security. Police agents rarely use repression against domestic opponents of the state, and the Japanese public continues to support, by large majorities, constitutional limits on overseas deployment of the military. Katzenstein traces the relationship between the United States and Japan since 1945 and then compares Japan with postwar Germany. He concludes by suggesting that while we may think of Japan's security policy as highly unusual, it is the definition of security used in the United States that is, in international terms, exceptional.

This book provides evolutionary and institutional perspectives on the reform of infrastructure industries, tracing the development of this process in a number of sectors and countries. The contributors contend that infrastructure based industries such as telecommunications, public transport, water management and energy have been increasingly exposed to the dynamism of the market since becoming privatized, and have therefore been stimulated into short-term efficiency and long-term innovation. Drawing on institutional economic theory backed up with case studies such as the California energy crisis, the Dutch gas industry, oil and electricity companies in Spain and the privatization of Schipol airport in Amsterdam the book focuses on process, driving forces, and actors' roles to explain how new balances are established between competing institutions. The degree to which the processes of institutional change are predictable and the effects of deliberate strategic interventions of governments or private actors are explored.
