The dams are in fair condition, due to the potential overtopping of the dams during the occurrence of the test flood and the reported overtopping of the dams during prior floods. There is some eroding of concrete joints in the dam, deteriorated concrete on appurtenant structures and observed seepage both from the joints in the concrete and from the embankments. The east dike is heavily overgrown with brush and young trees. Hydraulic analysis indicates that the test flood stage would be at elevation 240.3 which is approximately 4.3 feet above the top of the right embankment. Approximately 95 percent of the test flood would pass over the 60 foot dam, 29 foot dam and the small dam spillways. The remaining flow would be over the right embankment between the screen house and the mill building.

Book Description
White's Mill Pond dam which was built before 1923 is a 340-foot long earthfill dam with upstream and downstream dry stone masonry walls. The dam has a maximum height of 13 feet and consists of a spillway, low level outlet, an intake toi a plant, and an earth dike. The following deficiencies were observed at the site: severe seepage at several locations along the toe of the dam; downstream stone masonry walls are out of plumb; lack of access to the low level outlet operator; erosion at the low point of the dam crest; bulging of the downstream masonry wall in several locations; stone missing from the upstream face of the spillway, mortar missing from the stone masonry spillway of the dam; heavy growth of brush and trees on the dam crest and on the dike; and an accumulation of debris in the discharge channel. Hydraulic analyses indicate that the spillway (without stoplogs) can discharge 520 cfs, or 76 percent of the test flood outflow before the dam is overtopped. (With the stoplogs, the spillway can discharge 170 cfs or 22 percent of the test flood outflow before the dam is overtopped).

Powder Mill Pond Dam is located on the Ware River approximately one mile upstream of South Barre, Massachusetts. The dam, reconstructed in 1908 to generate electric power for the Barre Wool Combing Company, consists of an upgated concrete spillway approximately 125 ft. long and 20 ft. high, a short emergency spillway and an outlet canal with two inoperative timber gates. The dam was extensively modified during the 1930's. Based on a visual examination of the structure, the facility is in fair to poor condition. Nevertheless, there was no evidence of structural failure or other conditions which would warrant urgent remedial treatment. Based on size and hazard classifications in accordance with Corps of Engineers guidelines, the test flood for this dam is the Probable Maximum Flood (PMF). The PMF outflow of 48,160 cfs would overtop the dam by 5.15 ft. With the water level at top of dam, the main and emergency spillways can pass 17,940 cfs which is 37 percent of the test flood.

Westfield Reservoir Dam is an earthen embankment structure about 350 feet long and 40 feet high. It has an uncontrolled overflow spillway located on the left (east) abutment and a 24-inch diameter cast-iron pipe outlet conduit which passes beneath the dam and which is valve controlled at the outlet end. Based on the visual inspection, the dam is judged to be in air condition. The following deficiencies were observed at the dam: minor but widespread slumping on the downstream slope; an animal burrow on the downstream slope; large trees near both abutments; a soft, wet area along the right bank of the downstream channel; a small sinkhole on the right side of the spillway discharge channel; lack of vegetation on the crest of the dam; inoperable valves on the downstream end of the outlet conduit; and no valve or other means of regulating or shutting off flow at the intake end of the outlet conduit. With the stoplog in place, the spillway capacity of Westfield Reservoir Dam is 707 cfs, which is about 15 percent of the routed test flood outflow of 4670 cfs. With the stoplog removed, the spillway capacity is about 994 cfs, which is about 21 percent of the routed test flood outflow. The test flood would cause the dam to be overtopped by about 3.5 feet.

The visual inspection of the dam indicated it to be in generally fair condition, due to the finding of a seepage boil. The dam has a size classification of small and a hazard classification of low. It is recommended that the owner engage a qualified engineer to investigate the foundation of the right abutment wall and if necessary, design a seepage protection system where a seepage boil was found.

The dam is a sluiced earth fill between massive rock toe embankments. The top of dam is about 730 feet long about 250 above the valley bottom at the toe. The dam is generally in GOOD condition, well maintained, with no excessive or dangerous leakage. The preliminary hydrologic and hydraulic analysis for this LARGE size, HIGH hazard dam indicated that the spillway is adequate. The test field is the PMF and for the tributary drainage area of 45.8 square miles of mountainous terrain which is more than 80% forested, the unit discharge rate is 1440 CFS/square miles. (Author).
