The Pepperell Paper Co. Dam is an almost 80-year old concrete, ungated spillway structure with flashboards. The spillway is about 275 feet long and 21 feet high. The abutments are more or less integral with the surrounding land and a highway which crosses a concrete bridge just down-stream from the dam. The dam is in fair condition with some spalling of repair work previously performed on the downstream surface. There is some undercutting at the downstream toe. The penstock and gate house are in fair condition. Part of the abutments would probably be the first sections to fail in the event of overtopping. Routing of the flood through the reservoir will reduce the maximum probable discharge of 196,000 cfs to a test flood of 172,000 cfs. The spillway can pass only 13,000 cfs (7.5 percent of the test flood). In the event of the occurrence of the test flood, the abutments would be overtopped by some 13 feet. In this situation, the dam would become submerged and of no consequence.

Tyler Dam is an earth embankment structure with a silt core wall. It is 1,490 feet long and has a hydraulic height of 34.4 feet. The 275-foot long emergency spillway discharges to the Assabet River and is located on the east side of the site. A conduit 9 feet wide by 7 feet high also discharges to the Assabet River. As a result of the visual inspection and a review of available data, Tyler Dam is considered to be in fair condition. Major concerns are: sinkholes at the interface of the embankment and riprap; extensive tresspassing by motorbikes with consequent erosion of the dam slopes; significant erosion at the upstream slope and right abutment and between the downstream slope and left abutment; irregularity of the dam crest; and lack of erosion protection for the ditch at the downstream toe. The maximum spillway capacity with the water level at the dam crest was estimated to be 30,800 cfs, which is about 1.2 times the test flood discharge.

Lowell Reservoir Dam is an earth embankment structure which forms five of the six sides of Lowell Reservoir. The total crest length of the embankments is 1,650 ft. The sixth side of the reservoir is formed by natural ground and is about 270 ft. long. The maximum height of the dam is 26 ft. at the south-east embankment. For the test flood it was assumed that there would be no outflow from the reservoir and it was found that the reservoir could contain the estimated probable maximum precipitation for a 72 hour duration storm without overtopping the dam. About 1.9 ft. of free-board would remain after the test flood event. The dam is judged to be in generally fair condition. The main concerns are the growth of brush and mature trees along the two southerly embankments, and the lack of a seismic analysis.
