The spillway is a 22 foot long concrete sill with stop-planks and masonry training walls. The outlet works consist of a gatehouse with high and low level intakes to a 16 inch water supply main. The gate valve is operable. Based upon the visual inspection and its past performance, the project is judged to be in fair condition. No evidence was observed of instability in any component of the project. There is substantial seepage through the dam; the retaining wall at the toe of the dam and the spillway training walls are in a state of disrepair and there is much vegetation on the dike and in the spillway approach and discharge channels. With the stopplanks in place, the spillway capacity is 270 cfs, which is equivalent to 37% of the routed test flood outflow.

The 36.1 foot high dam consists of an earth embankment with a concrete corewall and has a total length of 788 feet including a 28 foot long concrete spillway with permanent stop planks at the left end. The embankment has a top width of 13 feet with a 2 horizontal to 1 vertical upstream slope protected by hand placed riprap to within 2 feet of the top and a 2 horizontal to 1 vertical downstream slope with a 7 foot wide berm about 12 feet from the top. A concrete gate chamber and brick gatehouse are locate on the upstream side of the embankment. The gatehouse houses two hand wheel pedestal gate lifts controlling a 12 inch outlet and a 20 inch outlet from the gate chamber. Based upon the visual inspection at the site and past performances, the project is judged to be in fair condition. No evidence of instability of the project was observed. There are items which require attention, such as trees and brush on and at the toe of the embankment, seepage through the embankment, deterioration of the concrete spillway training wall and outlet headwall, the poor alignment of the spillway discharge channel and low-level outlet channel, and the unknown condition of the 12-inch outlet from the gate chamber. The spillway capacity with the reservoir level to the top of the dam is 980 cfs, which is equivalent to 48% of the routed test flood outflow.

Book Description
The dam is a concrete gravity structure with concrete buttresses adjacent to the downstream face of the dam spaced at approximately 18 feet on center. An earthen embankment slopes down from the exposed concrete section at a maximum inclination of 2 horizontal to 1 vertical on the downstream side of the dam. The structure is approximately 1080 feet long and has a maximum height of approximately 48 feet above the old streambed. Outlets consist of a 30 inch cast iron low level line at elevation 172, a 30 inch cast iron transmission main and an 8 inch cast iron service main. The spillway is a 137 foot wide nappe-shaped concrete weir with concrete sidewalls. The area downstream of the dam consists of residential and industrial developments, Connecticut Route 8, and further downstream, urban areas of Stratford. Based upon visual inspections at the site and past performance history, the dam appears to be in good condition. No evidence of structural instability was observed in the concrete section, buttresses or the earthen embankment. However, there are some areas which require attention. Based upon our hydraulic computations, the spillway capacity is 4300 cubic feet per second, which is in excess of 100 percent of the Test Flood. Peak inflow to the reservoir is 2600 cubic feet per second; peak outflow (Test Flood) is 1400 cubic feet per second with the dam maintaining a minimum freeboard of 1.8 feet. It is recommended that the left wingwall adjacent to the spillway be monitored to ascertain whether movement which has occurred to date is continuing.

The New Naugatuck Reservoir Dam, built in 1914, consists of an earth fill embankment with a concrete corewall, a spillway and spillway channel with an earth fill embankment dike. The dam is 790 feet long including the spillway. The top of the dam (elevation 540.8) is 20 feet wide and is 80 feet above the streambed of Beacon Hill Brook. The corewall has a top elevation of 537.8 or 3 feet below the top of the dam. The spillway, located at the left end of the dam, is 40.5 feet long at the crest and consists of a concrete ogee weir and a stone paved discharge channel. The dike is 310 feet long, 10 feet high and 10 feet wide at the top. The outlets are a 16 inch upper level outlet at the left side of the dam near the toe of the dike and a 12 inch low-level outlet at the downstream toe of the dam. Based upon the visual inspection at the site and past performance, the dam is judged to be in good condition. No evidence of instability was observed in the dam or dike embankments. The condition of the spillway and outlet channels appear to be good. There are areas requiring attention and monitoring such as seepage along the downstream toe of the dam embankment. The spillway capacity with the reservoir level to the top of the dam is 2,130 cfs, which is 51% of the routed test flood outflow.

The Woodtick Reservation Dam is a cyclopean masonry concrete gravity structure that is 282 feet long and 55 feet high with a 100 foot wide spillway. It has an upper gate house with 20 inch and 30 inch blowoffs. The dam is classified as intermediate in size and has a high hazard potential based on downstream habitation. Based on the visual inspection, past operational performance and hydraulic computations, the dam is judged to be in fair condition. There are areas which should be studied in order to monitor the dam's behavior such as seepage through the body and foundation, spalling and fissuring of the concrete surfaces and the internal state of the dam's body. The drainage area contributing to the dam is 8.57 square miles. The routed test flood peak outflow (Probable Maximum Flood) is 12,670 cfs which would overtop the dam by 3.1 feet. The project will pass only 35 percent of the test flood outflow before overtopping the dam.

The West Lake Reservoir Dam is an earth embankment that is approximately 450 feet long and 31.7 feet high. The embankment has 1.5:1 side slopes and has a puddled clay and gravel core. The spillway is located through the northern abutment of the dam and consists of a 120-foot long concrete weir. There are upper and lower gate houses for the control of 30-inch water main and a 24-inch blowoff that passes through the base of the dam. The valves for the operation of the water main and the blowoff are in the lower gate house and are inoperable. The drainage area is 3.3 square miles and the reservoir has 3,430 acre-feet of available storage. The assessment of dam is based on the visual inspection, past operational performance and hydraulic/hydrologic computations. The dam is judged to be in fair condition with several areas that require attention. These areas include seepage through the dam and along the toe, steepness of the embankment, vegetation on the embankments, along the toe of the dam and in the spillway channel and the nonoperating status of the blowoff. The dam is classified as intermediate and has a high hazard potential in accordance with guidelines established by the Corps of Engineers. The test flood for this dam is 1/2 the Probable Maximum Flood (PMF). The test flood inflow is 6,520 cfs and the routed test flood outflow is 3,890 cfs. The test flood outflow will overtop the dam by 1.0 feet.

The dam of the Middle Reservoir is a concrete and masonry structure. It is approximately 300 feet long, 27 feet high and has an average top width of 8 feet. Based on visual inspection and past operational performance, the dam is judged to be in FAIR condition. Seepage and vegetation was noted on the downstream face and the crest is chipped and spalled due to an unfinished rehabilitation project. The test flood for this dam is 1/2 the Probable Maximum Flood (PMF). The test flood has an inflow equal to 770 cfs and an outflow discharge equal to 765 cfs with a stillwater elevation of 269.4 which will overtop the dam by 1.0 feet. These values represent no flood storage in the upstream Beaver Lake. If use is made of the storage capacity of Beaver Lake, the flood inflow to the Middle Reservoir can be greatly reduced. The dam was not overtopped in the 1955 flood because Beaver Lake was low. The maximum outflow capacity of the spillways under a stillwater condition is 132 cfs, which is 17 percent of the test flood.

The maximum height of the dam is 27 feet at the left edge of the spillway. The reservoir storage at the top of dam is 11 acre-feet. There are both upstream and downstream spillway training walls composed of mortared and hand placed cobbles respectively. The visual inspection of Risdon Pond Dam indicated that the dam is in fair condition. The inspection revealed that the unprotected upstream face has been slightly eroded by wave action. The downstream face of the dam has a number of blocks which have been displaced, cracked or have unmortared joints, Grass, moss and small trees are growing out of some of the joints. There are several areas of seepage along the downstream wall both sides of the spillway. There is a 3-foot deep depression on the left downstream wall of the dam. Also, there are five large tree stumps along the crest of the dam and a footpath traverses the crest. The spillway will discharge 220 cfs, or 16% of the test flood with the pool level at the top of the dam. The test flood flow of 1420 cfs will overtop the dam by 2.0 feet.
