The Survey of Income and Program Participation (SIPP) is a national, longitudinal household survey conducted by the Census Bureau. SIPP serves as a tool to evaluate the effectiveness of government-sponsored social programs and to analyze the impacts of actual or proposed modifications to those programs. SIPP was designed to fill a need for data that would give policy makers and researchers a much better grasp of how effectively government programs were reaching their target populations, how participation in different programs overlapped, and to what extent and under what circumstances people transitioned into and out of these programs. SIPP was also designed to answer questions about the short-term dynamics of employment, living arrangements, and economic well-being. The Census Bureau has reengineered SIPPâ€"fielding the initial redesigned survey in 2014. This report evaluates the new design compared with the old design. It compares key estimates across the two designs, evaluates the content of the redesigned SIPP and the impact of the new design on respondent burden, and considers content changes for future improvement of SIPP.

This document presents synthesized estimates of the rates of level 1 literacy by congressional district in the 50 states and District of Columbia. The estimates are extrapolations of the National Adult Literacy Survey (NALS) that were based on the findings of approximately 26,000 interviews. The document begins with an introduction containing the following: overview of the NALS; examination of what it means to be literate in the 1990s; definition of level 1 literacy (ability to perform many tasks involving simple texts and documents but difficulty using certain reading, writing, and computational skills considered necessary for functioning in everyday life); and discussion of the impact of low literacy. Presented next are answers to 12 frequently asked questions about synthetic estimates of adult literacy proficiency. The remainder of the document consists of bar graphs and maps detailing the rates of level 1 literacy by state, congressional district, county, and municipality. A total of 119 figures/tables/maps are included throughout the document. Appended is a paper, "Synthetic Estimates of Literacy Proficiency for Small Census Areas" (Stephen Reder), that describes the extrapolation techniques, which are said to be relatively accurate for individual localities with at least 10,000 inhabitants. Science is a way of knowing about the world. At once a process, a product, and an institution, science enables people to both engage in the construction of new knowledge as well as use information to achieve desired ends. Access to scienceâ€"whether using knowledge or creating itâ€"necessitates some level of familiarity with the enterprise and practice of science: we refer to this as science literacy. Science literacy is desirable not only for individuals, but also for the health and well- being of communities and society. More than just basic knowledge of science facts, contemporary definitions of science literacy have expanded to include understandings of scientific processes and practices, familiarity with how science and scientists work, a capacity to weigh and evaluate the products of science, and an ability to engage in civic decisions about the value of science. Although science literacy has traditionally been seen as the responsibility of individuals, individuals are nested within communities that are nested within societiesâ€"and, as a result, individual science literacy is limited or enhanced by the circumstances of that nesting. Science Literacy studies the role of science literacy in public support of science. This report synthesizes the available research literature on science literacy, makes recommendations on the need to improve the understanding of science and scientific research in the United States, and considers the relationship between scientific literacy and support for and use of science and research.

This report outlines findings from Pearson and the National Literacy Trust's second annual early years literacy survey, conducted in May to July 2014. 1,012 parents of children aged 3 to 5 and 567 early years practitioners who work with this age group participated. Attainment data in the form of vocabulary abilities were available for a subsample of 183 children. The report not only examines children's access to books and to technology, as well as their early reading habits, but it also examines the impact of these practices on young children's vocabulary. Within this report we seek to answer the following key questions: (1) How often do children look at or read stories at home and in early years settings, and what is the impact on children's vocabulary; (2) How do parents support their children in story-related activities; (3) Are there differences in engagement in reading activities at home and vocabulary outcomes for children from different socioeconomic backgrounds or by gender; (4) Does looking at or sharing stories using technology provide any additional benefit to children; and (5) What are the key changes between 2013 and 2014? Key findings are included. The following are appended: (1) Sample characteristics; and (2) Data Tables.
