Are social movement organizations euro-sceptical, euro-pragmatic, or euro-opportunist? Or do they accept the EU as a new level of governance to place pressure on? Do they provide a critical capital, necessary for the political structuring of the EU, or do they disrupt the process of EU integration? This book includes surveys of activists at international protest events targeting the European Union (for a total of about 5000 interviews); a discourse analysis of documents and transcripts of debates on European politics and policies conducted during the four European social forums held between 2002 and 2006 and involving hundreds of social movement organizations and tens of thousands of activists from all European countries; about 320 interviews with representatives of civil society organizations in six EU countries (France, Germany, the United Kingdom, the Netherlands, Spain, and Italy) and one non-member state (Switzerland), and a systematic claims analysis of the daily press in selected years between 1990 and 2003. After two decades of marketizing, an array of national and international actors have become concerned with growing global inequality, the failure to reduce the numbers of very poor people in the world, and a perceived global backlash against international economic institutions. This new concern with poverty reduction and the political participation of excluded groups has set the stage for a new politics of inclusion within nations and in the international arena. The essays in this volume explore what forms the new politics of inclusion can take in low- and middle-income countries. The contributors favor a polity-centered approach that focuses on the political capacities of social and state actors to negotiate large-scale collective solutions and that highlights various possible strategies to lift large numbers of people out of poverty and political subordination. The contributors suggest there is little basis for the radical polycentrism that colors so much contemporary development thought. They focus on how the political capabilities of different societal and state actors develop over time and how their development is influenced by state action and a variety of institutional and other factors. The final chapter draws insightful conclusions about the political limitations and opportunities presented by current international discourse on poverty. Peter P. Houtzager is a Fellow at the Institute of Development Studies, University of Sussex. He has been a visiting scholar at the Center for Latin American Studies, University of California, Berkeley, visiting lecturer at Stanford University, and lecturer at St. Mary's College. A political scientist with broad training in comparative politics and historical-institutional analysis, he has written extensively on the institutional roots of collective action. This book argues that non-governmental organizations (NGOs) have an important effect on political participation in the developing world. Contrary to popular belief, they promote moderate political participation through formal mechanisms such as voting only in democracies where institutions are working well. This is a radical departure from the bulk of the literature on civil society that sees NGOs and other associations as playing a role in strengthening democracy wherever they operate. Instead, Carew Boulding shows that where democratic institutions are weak, NGOs encourage much more contentious political participation, including demonstrations, riots, and protests. Except in extreme cases of poorly functioning democratic institutions, however, the political protest that results from NGO activity is not generally anti-system or incompatible with democracy - again, as long as democracy is functioning above a minimal level.
