The Everyday Nationalism of Workers upends common notions about how European nationalism is lived and experienced by ordinary people—and the bottom-up impact these everyday expressions of nationalism exert on institutionalized nationalism writ large. Drawing on sources from the major urban and working-class centers of Belgium, Maarten Van Ginderachter uncovers the everyday nationalism of the rank and file of the socialist Belgian Workers Party between 1880 and World War I, a period in which Europe experienced the concurrent rise of nationalism and socialism as mass movements. Analyzing sources from—not just about—ordinary workers, Van Ginderachter reveals the limits of nation-building from above and the potential of agency from below. With a rich and diverse base of sources (including workers' "propaganda pence" ads that reveal a Twitter-like transcript of proletarian consciousness), the book shows all the complexity of socialist workers' ambivalent engagement with nationhood, patriotism, ethnicity and language. By comparing the Belgian case with the rise of nationalism across Europe, Van Ginderachter sheds new light on how multilingual societies fared in the age of mass politics and ethnic nationalism.

This book analyzes the negotiation of socio-political concepts, such as citizenship, republicanism, and representation, between “ordinary” French citizens and their representatives in parliament during the early twentieth century. By examining the letters written to French Deputies of the Chamber (députés) at a tumultuous time in French political history, the author sheds light on the role that politically unorganized citizens played in the process of democratization. Central to the investigation are the aspirations, wishes and demands of individuals acting on their own or as spokespersons for informal communities. The way that they formulated personal requests in their letters to députés reveals their expectations of political representatives, the regime, and their own place in society. This book brings recent insights about sovereignty and citizen participation in the Belgian Constitution to scholars in the fields of law, philosophy, history, and politics. Throughout the Western world, there are increasing calls for greater citizen participation. Referendums, citizen councils, and other forms of direct democracy are considered necessary antidotes to a growing hostility towards traditional party politics. This book focuses on the Belgian debate, where the introduction of participatory politics has stalled because of an ambiguity in the Constitution. Scholars and judges generally claim that the Belgian Constitution gives ultimate power to the nation, which can only speak through representation in parliament. In light of this, direct democracy would be an unconstitutional power grab by the current generation of citizens. This book critically investigates this received interpretation of the Constitution and, by reaching back to the debates among Belgium’s 1831 founding fathers, concludes that it is untenable. The spirit, if not the text, of the Belgian Constitution allows for more popular participation than present-day jurisprudence admits. It argues that party-politics, which often ran along geographical, linguistic, and religious lines, prevented both Flemings and Walloons from reconciling their regional identities into a unified concept of Belgian nationalism. Church leaders and their contrasting opinions in the face of the Great War Cardinal Désiré-Joseph Mercier, Archbishop of Malines, was the incarnation of the Belgian resistance against the German occupation during the First World War. With his famous pastoral letter of Christmas 1914 ‘Patriotisme et Endurance’ he reached a wide audience, and gained international influence and respect. Mercier’s distinct patriotic stance clearly determined his views of national politics, especially of the 'Flemish question', and his conflict with the German occupier made him a hero of the Allies. The Germans did not always know how to handle this influential man of the Church. Pope Benedict XV did not always approve of the course of action adopted by the Belgian prelate.
