Land Conflicts Across Frontiers compares Myanmar’s journey with North East India on the critical and contested issue of land. It examines concerns related to land in pre-colonial and colonial history, causes and consequences of land conflicts today, the socioeconomic dynamics attached to land, along with attempted community-based institutional interventions and rural activism. As Myanmar takes its steps towards a democratic future, it becomes critical for the country to be aware of North East India’s experiences, as they could provide valuable lessons of what to ‘implement’ and what to ‘avoid’. Loss of common property resources, non-recognition of customary rights, ambiguous land laws and inadequate attention to people’s grievances have led to a rural landscape which has witnessed livelihood vulnerability, displacement and conflict. The book brings together implementation studies from the Asia Pacific countries in the context of the deadline of 2015 for achieving the Millennium Development Goals. The contributors to this volume are scholars belonging to the Network of Asia Pacific Schools and Institutes of Public Administration and Governance (NAPSIPAG). NAPSIPAG is the only non-West governance research network presently located at Jawaharlal Nehru University, New Delhi after having shifted from its original location at INTAN (Government of Malaysia) at Kuala Lumpur in 2009. ‘Implementation’ is a less understood but a much debated area of governance research. It requires micro-level analysis of government agencies, service delivery departments and stakeholders on one hand and its national and global policy level connections on the other. Implementation studies are above disciplinary divides and subsequent disjunctions which inhibit explorations on policy downslides or failures. The studies relate to the new initiatives which governments across the region have undertaken to reach out to the MDG targets agreed upon in 2000. The focus of analysis is the policy framework, local capacities of both the government agencies and people in drawing partnerships with relevant expert groups, ability to bring transparency and accountability measures in transactions for cost-effective results, leadership and sustainability dimensions which influence the functioning of local agencies. The book is especially important in the background of 15 voluminous Administrative Reforms Commission Reports accumulating dust in India and similar efforts lying unattended in many other countries of this region as well. Countries like Malaysia, which has focused upon ‘implementation strategies’ combined with timely evaluation and supervision of administrative agencies has almost achieved most of their committed MDGs. A special report of Malaysian efforts, initiates the debate of moving beyond the ‘best practice research’ in implementation arena. The central idea of this book is to demonstrate the role of communities in making governance effective and government responsive to the needs of people.

‘Nagaland for Christ’ and ‘Jesus Saves’ are familiar slogans prominently displayed on public transport and celebratory banners in Nagaland, north-east India. They express an idealization of Christian homogeneity that belies the underlying tensions and negotiations between Christian and non-Christian Naga. This religious division is intertwined with that of healing beliefs and practices, both animistic and biomedical. This study focuses on the particular experiences of the Angami Naga, one of the many Naga peoples. Like other Naga, they are citizens of the state of India but extend ethnolinguistically into Tibeto-Burman south-east Asia. This ambiguity and how it affects their Christianity, global involvement, indigenous cultural assertiveness and nationalist struggle is explored. Not simply describing continuity through change, this study reveals the alternating Christian and non-Christian streams of discourse, one masking the other but at different times and in different guises.

Across the world women constitute an integral part of the agricultural sector. This volume is based on feminist responses to farming women’s struggle for economic rights and social justice in Asia, and seeks to provide a greater understanding of the development consequences of women’s marginal, limited ownership rights to land and other productive assets. Using comprehensive analyses, quantitative and qualitative data, and case studies from India, China, Bangladesh, Bhutan, Nepal, and other countries of the Asia-Pacific region, this volume brings together scholars and activists engaged with women’s unmediated entitlement to land and productive assets. While generally taking a position in favour of asset redistribution, the volume addresses two major issues: first, the conflict between legal measures and socio-cultural norms, in a context where laws that seek to secure gender equality and women’s economic empowerment are often overruled by norms that favour men; and second, how changes in the global economy in relation to traditional farming practices have adversely impacted women’s rights, especially in regions where they previously enjoyed more customary rights in asset control and management. The book draws attention to issues of economic security, gender equitable access to resources and asset-building, human rights and law, land-based livelihoods, caste and ethnic diversity, and voices in the women’s movements.
