Book Description
In the past decades, the European Union has made little progress with respect to disqualifications as a sanction mechanism for the violation of laws. The creation of some form of harmonization is necessary, but the complex nature of this specific sanction mechanism has caused policy initiatives to be postponed, time after time. In answer to a call from the European Commission, the contributors in this book have conducted a comparative legal analysis in the EU 27 and looked into the practical experiences with disqualifications from a domestic and a cross border perspective. To that end, academics, policy makers, and practitioners in the Member States have been consulted. Analysis reveals a wide variety in the typology of the disqualifications as a sanction measure, the typology of the persons to whom the disqualifications can be imposed, and the typology of the authorities involved. Furthermore, there are considerable differences with respect to the inclusion of disqualifications in the national criminal records databases. Linked thereto information on foreign disqualifications is scarce and rarely used in practice. To ensure a comprehensive and consistent policy approach, this book has come up with a so called disqualification triad, comprising: (1) unified EU-wide disqualifications, (2) mutual recognition of disqualifications, and (3) EU-wide equivalent effect of disqualifications. The functioning of the disqualification triad has been further elaborated on in three case studies, which are public procurement disqualifications, disqualifications from working with children, and driving disqualifications. In doing so, this book is essential reading for both EU and national policy makers, as well as for researchers and practitioners involved. Book Description
Digital Libraries are complex and advanced forms of information systems which extend and augment their physical counterparts by amplifying existing resources and services and enabling development of new kinds of human problem solving and expression. Their complexity arises from the data-rich domain of discourse as well as from extended demands for multi-disciplinary input, involving distributed systems architectures, structured digital documents, collaboration support, human-computer interaction, information filtering, etc. In addition to the broad range of technical issues, ethics and intellectual property rights add to the complication that is normally associated with the development, maintenance, and use of Digital Libraries. The Second European Conference on Digital Libraries (ECDL’98) builds upon the success of the first of this series of European Conferences on Research and Advanced Technology for Digital Libraries, held last year in Pisa, Italy, September 1-3, 1997. This series of conferences is partially funded by the TMR Programme of the European Commission and is actively supported and promoted by the European Research Consortium on Informatics and Mathematics (ERCIM). The aim is to bring together the different communities involved in the development of Digital Libraries, to review progress and to discuss strategies, research and technological development (RTD) issues, as well as specific topics related to the European context. These communities include professionals from universities, research centres, industry, government agencies, public libraries, etc.

Book Description
The action is hot in Kansas City during the 1960s. Gordon Reynolds happens to be a vicious criminal who has served prison time in five different states over a period of twenty-five years. Gordon is determined to muscle his way into major rackets such as prostitution, bootlegging whiskey, robbery, hijacking and contraband cigarettes. He eventually meets up with Alla Mae Briggs. She knows the prostitution racket very well, since she worked the Kansas City streets for several years. She too has a lengthy rap sheet of twenty-five criminal convictions for the solicitation of prostitution. Gordon needs someone to help him operate his main bawdy house. Alla Mae is the perfect recruit to help him forge stronger relations between his hookers and their customers. The collaboration of their experiences on the streets proves highly profitable. But unforeseen danger causes things to come crashing down all around them. Racist cops, ruthless gangsters, a white supremacist group, jealous pimps and rival hookers are the opposing forces that this interracial couple are destined to face. Crossing the racial line puts them at incredible odds with the law and fellow criminals alike. Based on the true story of how a white man and a black woman fell in love and broke all the rules in order to make their living together illegally.
