In recent years, the FederalHousing Administration (FHA) hasexperienced a sharp decline inmarket share. Also, the agency hasestimated that, absent programchanges, its Mutual MortgageInsurance Fund (Fund) wouldrequire appropriations in 2008. Toadapt to market changes, FHA hasimplemented new procedures andproposed the following majorlegislative changes: raising FHA'sloan limits, allowing risk-basedpricing, and lowering downpaymentrequirements. GAO wasasked to report on (1) the likelyprogram and budget impacts ofFHA's modernization efforts;(2) the tools, resources, and riskmanagementpractices important toFHA's implementation of thelegislative proposals, if passed; and(3) other options that FHA andCongress could consider to helpFHA adapt to market changes. Toaddress these objectives, GAOanalyzed FHA and Home MortgageDisclosure Act (HMDA) data andinterviewed officials from FHA andother mortgage institutions.
