In recent decades, the term ‘mobility’ has emerged as a defining paradigm within the humanities. For scholars engaged in the multidisciplinary topics and perspectives now often embraced by the term Pacific Studies, it has been a much more longstanding and persistent concern. Even so, specific questions regarding ‘mobilities of return’—that is, the movement of people ‘back’ to places that are designated, however ambiguously or ambivalently, as ‘home’—have tended to take a back seat within more recent discussions of mobility, transnationalism and migration. This volume situates return mobility as a starting point for understanding the broader context and experience of human mobility, community and identity in the Pacific region and beyond. Through diverse case studies spanning the Pacific region, it demonstrates the extent to which the prospect and practice of returning home, or of navigating returns between multiple homes, is a central rather than peripheral component of contemporary Pacific Islander mobilities and identities everywhere.

Since the late 1990s, Asian nations have increasingly encouraged, facilitated, or demanded the return of emigrants. In this interdisciplinary collection, distinguished scholars from countries around the world explore the changing relations between nation-states and transnational mobility. Taking into account illegally trafficked migrants, deportees, temporary laborers on short-term contracts, and highly skilled émigrés, the contributors argue that the figure of the returnee energizes and redefines nationalism in an era of increasingly fluid and indeterminate national sovereignty. They acknowledge the diversity, complexity, and instability of reverse migration, while emphasizing its discursive, policy, and political significance at a moment when the tensions between state power and transnational subjects are particularly visible. This book examines return mobilities to and from ancestral homelands of the second generation and beyond. Explores global migration through the concept of “return” The current global moment is characterized by both forced and desired returns, whether it’s the United States’ mass deportations to Mexico, ships carrying North African migrants turned back en route to Spain and Italy, urban Chinese migrants going back to their rural home communities, or domestic workers returning to their families in Bolivia and Ghana. Yet, the majority of migration research still centers unidirectional movement, which assumes settlement in a host country. States of Return addresses the many political, economic, and cultural transitions that have accelerated and transformed return during the first decades of the twenty-first century, including new migratory routes, new forms of violence, changing economic conditions, new regulatory regimes of incarceration and deportation, and generational transitions. This volume features contributions from leading scholars and offers a new theorization of the idea of return. It centers migrants’ own understandings of what return movement is and is not, and how it is experienced in terms of impacts on family relationships as well as state interventions that guide return migrations and create new configurations of citizenship and belonging, especially as migrant workers tend to return to states that lack strong infrastructures to support them or welcome them back. At its core, States of Return highlights the ways in which different migrants’ returns reflect conditions of power, privilege, injustice, and violence.
