In addition to the recovery of uranium and plutonium from spent fuel and their recycle as fuel to light water reactors (referred to in GESMO as the ''uranium and plutonium recycle'' option), two other major options exist for handling light water reactor spent fuel. In the ''uranium recycle'' option, only uranium would be recovered from spent fuel and recycled as fuel to LWR's. Plutonium and fission product wastes from the spent fuel would be converted into forms suitable for long term storage and disposal. In the ''no recycle'' option, considered in GESMO, no fissile materials would be recovered from spent fuel that would be the waste material requiring long term storage and disposal. This portion of the final GESMO analyzes the health, safety, and environmental impact costs and benefits of implementing any one of the three available options for the light water reactor fuel cycle: uranium and plutonium recycle, uranium recycle, and no recycle.
