Book Description
Against the backdrop of the global financial crisis and rising food, fuel, and commodity prices, addressing poverty and inequality in the Philippines remains a challenge. The proportion of households living below the official poverty line has declined slowly and unevenly in the past four decades, and poverty reduction has been much slower than in neighboring countries such as the People's Republic of China, Indonesia, Thailand, and Viet Nam. Economic growth has gone through boom and bust cycles, and recent episodes of moderate economic expansion have had limited impact on the poor. Great inequality across income brackets, regions, and sectors, as well as unmanaged population growth, are considered some of the key factors constraining poverty reduction efforts. This publication analyzes the causes of poverty and recommends ways to accelerate poverty reduction and achieve more inclusive growth. it also provides an overview of current government responses, strategies, and achievements in the fight against poverty and identifies and prioritizes future needs and interventions. The analysis is based on current literature and the latest available data, including the 2006 Family Income and Expenditure Survey.

Book Description
Subnational conflict is the most widespread, enduring, and deadly form of conflict in Asia. Over the past 20 years (1992-2012), there have been 26 subnational conflicts in South and Southeast Asia, affecting half of the countries in this region. Concerned about foreign interference, national governments limit external access to conflict areas by journalists, diplomats, and personnel from international development agencies and non-governmental organizations. As a result, many subnational conflict areas are poorly understood by outsiders and easily overshadowed by larger geopolitical issues, bilateral relations, and national development challenges. The interactions between conflict, politics, and aid in subnational conflict areas are a critical blind spot for aid programs. This study was conducted to help improve how development agencies address subnational conflicts.

Book Description
"The role of producer organizations in market chains has received increasing attention in recent years, both from governments and donors. In order to lower transaction costs, markets demand that smallholder farmers operate in an organized manner. However, though the policy openings for support seem promising, smallholder market access through farmer-led economic organisations is not easy. This book presents various approaches to support producer organisations in terms of providing economic services to their members, with a focus on developing countries. Markets are increasingly fragmented in value chains that link farmers with specific processors, retailers and consumer segments. Several contributions in this book analyse these dynamics in specific value chains, such as the fair trade and organic agriculture and their potential to provide market outlets for smallholder farmers. This book is the result of a Dutch partnership between policy makers, researchers and practitioners designed to confront ideas with realities. Organized in a platform called Agri-ProFocus, members aim to provide more and better support to producer organisations in the South. Through so-called expert meetings, staff from donor organisations and knowledge centres, government officials, and business representatives, share their experiences and lessons learned. The experiences presented in this book are not recipes for instant success, but instead, highlight that support processes are often more fragile and slower moving than policy makers realise. This book is essential reading for scholars, practitioners and researchers interested in supporting and facilitating trajectories of change led by producer organisations in developing countries."

Book Description
This book presents strategies for managing disasters and reducing risks in Asian countries. Given the dynamic changes in the natural environment as well as the patterns of land use and management, the growing populations of the developing nations in Asia, migration patterns, and other social-cultural aspects, the impacts of disasters have increased manifold in Asian countries. Against this backdrop, the book examines disaster management issues such as disaster preparedness, post-disaster reconstruction, peace, development and corruption. The views of different groups of stakeholders are incorporated in the discussion to ensure a comprehensive analysis of and findings on the governance process, as well as best practices in pre- and post-disaster management. The book also includes chapters focusing on aspects often overlooked in the context of disaster management, such as the need to invest in public education to improve public awareness, and approaches to supporting the disabled, the vulnerable and the elderly from disaster risks. In closing, the book presents research on disaster management methods employed by different countries in the Asian region. Acknowledgement: The editors acknowledge the role of the Network of Asia Pacific Schools and Institutes of Public Administration and Governance (NAPSIPAG), which is the largest governance research network in the Asia Pacific region,in bringing out this book. NAPSIPAG has been regularly organizing international meetings of administrators, academia and non-state bodies to provide a forum to the regional scholars to deliberate with the international governance experts. It has also helped the international policy organizations to have a better understanding about the region through a local lens of Asiatic anthropology, ethnography and culture of administration.
