The importance that military aid has assumed in Soviet dealings with Third World governments has long been recognized by Western students of Soviet arms transfers, and a large number of monographs on the subject have been published in the last decade. Even so, available treatments have been largely confined to statistical analyses of aggregate data on Soviet outlays for military assistance, tabulations of hardware deliveries, or case studies of bilateral aid relationships. But a systematic effort to uncover the system of political-military views that informs Soviet policy toward and dealings with the armed forces of the Third World has yet to be undertaken. For all the tactical opportunism of their behavior, the Soviets do possess such a system of views -- views which have changed significantly over the years, and without an awareness of which no understanding of the Soviet military aid program would be complete. These views are not, to be sure, set forth in Soviet writings that treat the subject directly -- it is much too sensitive for that. But the Soviets do write about their clients, the military establishments of the Third World, and in particular about the role of thse establishments in the societies of which they are members. Current foreign aid programs are failing because they are based upon flawed assumptions about how countries develop. They attempt to achieve development without first achieving good governance and security, which are essential prerequisites for sustainable development. In focusing on the poorer members of society, they neglect the elites upon whose leadership the quality of governance and security depends. By downplaying the relevance of cultural factors to development, they avoid altering cultural characteristics that account for most of the weaknesses of elites in poor nations. Drawing on a wealth of examples from around the world, the author shows that foreign aid can be made much more effective by focusing it on human capital development. Training, education, and other forms of assistance can confer both skills and cultural attributes on current and future leaders, especially those responsible for security and governance.

This work provides a theoretical and historical examination of the relationship between provision of military assistance and success in achieving donor aims. Eight case studies, which include the American Revolution, the Napoleonic Wars, and the Vietnam War, are examined to assess four prominent features of the donor-recipient relationship: the convergence of donor and recipient aims; donor control; commitment of donor military forces; and coherence of donor policies and strategies. As an essential part of the expanding body of multidisciplinary international scholarship, this book links history and theory to policy and narrows the gap between economics, political science, and military strategy. Each chapter refines the relevant features of the observed donor-recipient relationships into a pattern for comparison with other episodes. The final chapter collects the observations, compares them, and develops a set of uniformities that suggest a prototypical, successful donor-recipient relationship, suitable for direct application as a policy paradigm or for theoretical investigation. Mott suggests that both donor and recipient governments can use military assistance as a deliberate instrument of national policy and military strategy to achieve national aims.

This book discusses the systematic expansion of the United States Africa Command (AFRICOM) across the continent of Africa. This book posits that AFRICOM expansion in Africa is part of a broader system of accumulation based on a government-business-media (GBM) complex. Applying the concept at both structural and descriptive levels, the GBM complex is a function of the synergy between the state’s quest for power, businesses’ need for expansion, and the informational and hegemonic functions of media actors. The United States’ GBM complex in Africa is supported—and in some locations spearheaded—by its military, with dispossessing effects on local actors.
