Since the collapse of apartheid, there have been major increases in migration flows within, to and from the Southern African region. Cross-border movements are at an all-time high across the region and internal migration is at record levels. The implications of greater mobility for areas of origin and destination have not been systematically explored. Migration is most often seen as a negative phenomenon, a result of increased poverty and the failure of development. More recently, the positive relationship between migration and development has been emphasised by agencies such as the Global Commission on International Migration, the Global Forum on Migration and Development, the United Nations Development Programme and the African Union. The chapters in this publication are all based on primary research and examine various facets of the relationship between migration, poverty and development, including issues that are often ignored in the migration-development debate like migration and food security and migration and vulnerability to HIV. The book argues that the development and poverty reduction potential of migration is being hindered by national policies that fail to recognise and build on the positive aspects and potential of migration. As a result, as these studies show, migrants are often pushed to the margins where they are forced to "survive on the move". Their treatment violates labour laws and basic human rights and compromises the potential of migration as a means to create sustainable livelihoods, reduce poverty and food insecurity, mitigate the brain drain and promote the productive use of remittances. This book shows that migrant lives and livelihoods should be at the centre of international and African debates about migration, poverty and development.

The primary goal of this study is to present the results of a comprehensive scope of key opportunities and challenges for harnessing migration for inclusive growth and development at the regional level in Southern Africa. The main objectives were as follows: Provide an overview of regional migration stocks and flows identifying regional trends, drivers and impacts from existing research literature and official data; Profile migrant characteristics at the regional level including demographic composition, types of migration and occupational profile; Examine the relevance of multilateral, continental and regional migration instruments, policies, protocols, agreements and forums with a view to identifying actions required to move the regional migration management agenda forward and align with the goal of enhancing migration for inclusive growth and development in Southern Africa; Analyze the key initiatives, opportunities and obstacles to developing a coherent, integrated and rights-regarding approach to migration management including areas of common commitment and ownership, and points of actual and potential conflict and disagreement between states; Conduct a gender analysis of regional migration dynamics including gender dimensions of migration, challenges, dangers and vulnerabilities confronting migrant women and other vulnerable groups, and gender analysis of migration management in Southern Africa; Identify potential programming areas that are weak or underdeveloped.

The impact of international migration, both South-South as well as South-North, on the economic, social and political life of the people in Eastern and Southern Africa [was] not well documented and studied, and the evidence-base for policy on migration and development [was] very weak. Building on global interest in migration development, the volume draws attention to one of the most important migration systems in sub-Saharan Africa. It reviews South Africa’s approach to international migration in the post-apartheid period from a regional development perspective, highlighting key policy issues, debates, and consequences. The authors find at least three areas where migration is resulting in important development impacts. First, by offering options to those affected by conflict and crises in a region that has limited formal disaster management and social protection systems. Second, by mitigating shortcomings and distortions in regional labour markets. Third, by providing support to struggling rural economies and ever expanding urban areas in terms of livelihoods and social capital transfers. Chapter One consists of a study of the country’s historical experience of migration and, in particular, analyses the changes in official attitudes throughout the twentieth century, indicating the roots of contemporary ideas and policy dilemmas. Chapters Two, Three, Four and Five complement this analysis of the South African State’s capacity to reform and manage the South African migration situation by looking at often neglected dimensions: the first explores the question of skilled labour, a crucial question given the unbalanced structure of the South African labour market; the second examines the impact of migration on local government in South African cities and specifically implications for urban planning, service delivery, health, security, and political accountability; the third analyses the nature of undocumented migration to South Africa and the challenges it raises to both State and non-State actors; The book concludes with an examination of health as a critical issue when examining the relationship between migration and development in South Africa, in light of recent empirical data.

The Southern Africa Migration Project (SAPM) launches its new series on migration and development. Migration has been an integral aspect of the labour markets across much of Africa for at least the last century, cutting across class and skill boundaries. It represents an important livelihood strategy for poor households, but is also characteristic of the better off, including many African elites. Understanding is slowly emerging of the potentially positive role that migration can play in reducing poverty and 'mobilising' the African diaspora in development. This first title in this series provides an overview of the complex political, economic and human development issues at stake around the migration phenomenon in the twenty-first century. It gives valuable factual and statistical data to inform debates on this contentious political topic. This publication is the product of collaboration between the Southern African Migration Project and the Centre for Globalization, Poverty and Migration at Sussex University. Subsequent editions are planned on HIV/AIDS, health, the brain-drain, and food security in Africa.
