Dredging in the Great Lakes is undertaken mostly to maintain navigation, although sand and gravel are exploited to a limited extent. Until recently, most dredging activities used open-lake disposal, although the use of confined disposal in Lake Erie and in the Detroit River remain notable exceptions. No major program has been undertaken solely for the removal or treatment of contaminated lake sediments. Following establishment of the Great Lakes Water Quality Agreement in 1972, open-lake disposal activities have been much reduced. Since 1972, also, a number of unpublished studies have been undertaken to assess the influence of dredging practices on water quality and this report refers principally to studies in the Canadian portion of the Great Lakes which, in most cases, have been undertaken in conjunction with regular dredging operations.

Pursuant to a congressional request, GAO provided information regarding the Army Corps of Engineers' use of overflow dredging on the Great Lakes, focusing on: (1) its environmental impact; (2) relevant legislation and guidance; (3) cost-effectiveness; and (4) extent of use in areas with highly contaminated sediment. GAO found that the Corps: (1) did not assess the environmental impact of overflow dredging, but did research its cost-effectiveness and the impact of sediment resuspension on open water disposal; (2) estimated that research regarding the environmental impact of overflow dredging could take 7 years and cost $8 million; (3) allowed overflow dredging in 18 percent of the 74 Great Lakes projects it conducted during fiscal years 1986 and 1987; (4) complied with Environmental Protection Agency (EPA) regulations by identifying sediment composition and forwarding the results and its proposed methods to EPA, the Fish and Wildlife Service, and the state for concurrence before soliciting bids for dredging; (5) determined that, since overflow dredging was the least expensive dredging method in many areas, banning it could increase dredging costs by 30 to 55 percent; and (6) allowed overflow dredging in only one area of highly contaminated sediment and restricted its use according to EPA guidelines. GAO also found that: (1) EPA lacked national and regional guidelines regarding overflow dredging; (2) states used EPA regional guidelines regarding open water disposal of sediment to make decisions regarding overflow dredging; and (3) the Corps believed that some of the states' restrictions affected its ability to carry out its dredging responsibilities.

Pursuant to a congressional request, GAO reviewed: (1) the status of the confined disposal facilities (CDF) currently being used in the Great Lakes to store contaminated dredged sediments; (2) the long-term need for CDF in the region; and (3) difficulties in locating sites for future CDF. GAO found that: (1) most federally funded CDF will be filled to capacity by 2006, and funding for new, replacement, and expanded CDF is undergoing a policy and legal review; (2) pollution control efforts in the Great Lake region need improvement, since past efforts have not eliminated or cleaned up sediment contamination; (3) future sediment testing guidelines will be stricter and will increase the need for CDF; (4) economically feasible alternatives to CDF are limited and costly; (5) delays in finding acceptable sites for CDF have delayed dredging and navigation in some Great Lakes harbors and channels; (6) Army Corps of Engineers disagreement with state water quality standards has deferred and reduced dredging in the Great Lakes; and (7) increased CDF costs and site maintenance may be a long-term responsibility of local sponsors.
